DBE Compliance Officer (UDCO) Exempt
Reports To Operating Unit Executive Vice-President
General Position Summary
The UDCO will administer Skanska's DBE compliance program for the Civil Operating Unit to which he or she is assigned and ensure that all Operating Unit employees are aware of and have been trained on the Business Unit's DBE Management Policy and the DBE Compliance Program and Manual. The UDCO reports directly to the Operating Unit Executive Vice-President and indirectly to the Civil DBE Compliance Officer and, as necessary, to the Operating Unit's Board of Directors. The UDCO will ensure program compliance with: (i) all relevant federal, state, and local laws, rules and regulations as they pertain to DBE related programs and FAR regulations; (ii) the Skanska DBE
Compliance Program; and (iii) the applicable prime contract DBE and FAR compliance obligations.
Major Duties & Responsibilities
Direct each DBE Compliance Manager and DBE Compliance Coordinator within the
Operating Unit to assist in administering Skanska's DBE Compliance Program
Help educate, train, and raise awareness of the DBE Compliance Program to ensure a proper understanding by all employees in the Operating Unit
Develop, facilitate and conduct suitable regular training programs designed to ensure that
Operating Unit employees understand DBE and FAR requirements
Investigate reports of suspected Program and regulatory violations within the Operating
Unit and make independent determinations as to whether a violation occurred, including consultation with the Civil DBE Compliance Officer and the General Counsel
Implement program systems and controls to ensure compliance and raise the effectiveness of the DBE Compliance Program and the obligations for Small Business Concerns Projects
Conduct both periodic and regular audits of Operating Unit projects, departments, offices, and employees to ensure that they are in compliance with Skanska's DBE Compliance Program as well as all regulatory requirements
To report quarterly to the CDCO, Subsidiary Executive and Board of Directors as to the effectiveness of the DBE program
Evaluate the DBE Compliance Program within the context of the Operating Unit and make recommendations for changes that may better facilitate compliance and effectiveness
Act as the DBE and FAR compliance resource for Skanska Civil Operating Unit's estimating and operations personnel, including the Outreach Coordinator. Help develop DBE and Small Business Concerns plans for potential jobs and pursuits
Resolve and advise on project-specific DBE and FAR compliance issues
Communicate with Owners on project-specific DBE and FAR compliance issues
To review all bid protests in conjunction with the responsible estimators and recommend a course of action as it concerns DBE and FAR compliance-related issues
To meet regularly with the Civil DBE Compliance Officer, DBE Compliance Managers, DBE
Compliance Coordinators and the Outreach Coordinator
Will fill in for project -based DBE Compliance Managers and DBE Compliance Coordinators as needed for vacations, leave, etc.

Skills & Abilities
This position requires the ability to multi-task in a fast paced environment, be detailed-oriented, analyze and understand regulatory systems. UDCO must possess excellent verbal and written communications skills and strong computer skills including a working knowledge of the Federal, state and local laws and regulations that pertain to DBE compliance, FAR compliance and related programs, including construction practices and contracts. 30% Travel to jobsites throughout the Operating Units is required.
Education and/or Experience
A Bachelor's degree is necessary
A relevant advanced degree or a JD degree is preferred for the position
Candidate must have specific work experience in DBE and Small Business Compliance
Work Environment/Job Conditions
This job is performed both in the office and in the field. Experience and confidence working in and around heavy industrial equipment, systems and conditions is required. Activities and responsibilities require frequent sitting (often working on a computer), frequent driving, flying, walking, standing, light lifting, bending, and reaching. Due to tool and computer usage, there may be repetitive motions of the hands and wrists.
