				Overview:

The City of Boston Mayor's Office of Emergency Management (OEM) seeks a highly qualified candidate to serve as a Training & Exercise Planner. The position is funded partially under the Department of Homeland Regional Catastrophic Preparedness Grant Program. The successful candidate will have strong project management and communication skills and will be responsible for supporting components of the Training and Exercise program. Under the supervision of the UASI Program Supervisor, the successful candidate will be responsible for developing and implementing disaster preparedness training and exercise programming that tests and supports emergency plans, identifies gaps, and strives to improve community preparedness and resiliency for all hazards.

This position is responsible for scheduling, coordinating, and conducting training courses, workshops, seminars, exercises, and meetings, which may include securing instructors (as required), developing and sourcing instructional materials, and securing equipment and reserving facilities. This position ensures that the training and exercise program provides disaster preparedness training for whole community audiences. 

Responsibilities:

* Develop, implement, and manage emergency management training programs for personnel at all levels.
* Design and conduct drills, tabletop exercises, functional exercises, and full-scale emergency response exercises.
* Ensure training and exercise programs comply with FEMA's Homeland Security Exercise and Evaluation Program (HSEEP) and other relevant guidelines.
* Coordinate with federal, state, local, and private sector partners to develop and deliver joint training and exercises.
* Conduct needs assessments to identify gaps in emergency preparedness and develop strategies to address them.
* Develop and maintain emergency response plans, standard operating procedures, and after-action reports (AARs).
* Provide technical guidance and expertise to support emergency management initiatives and ensure regulatory compliance.
* Oversee training records, documentation, and program evaluations to ensure continuous improvement.
* Facilitate workshops, briefings, and presentations for leadership, staff, and stakeholders.
* Maintains up-to-date knowledge of industry guidelines and procedures related to preparedness and exercise design and implementation to identify new practices and procedures.
* Fulfills other OEM duties as assigned, including on-call shifts and staffing of the City's Emergency Operations Center (EOC) during an emergency or major planned event.
* Performs other emergency management duties as directed.

Qualifications:

* Three plus (3+) years of professional experience in emergency management, preparedness, planning, project management, or other experience performing duties similar to those described above.
* Bachelor's Degree, preferably in Emergency Management, Public Policy, Public Safety, or a related field.
* Ability to analyze and interpret data.
* Thorough knowledge of emergency management training, exercises, principles, and procedures, including the Homeland Security Exercise Evaluation Program (HSEEP).
* Skill in presenting emergency management training, exercise, and evaluation activities to promote emergency preparedness.
* Ability to organize, prepare, and present training and exercise programs and technical information to internal and external stakeholders.
* Ability to act as a representative of city government to the public and other stakeholders.
* Ability to consult on emergency training and exercise management issues.
* Ability to work collaboratively with diverse groups on complex projects.
* Excellent oral and written communication and organizational skills.
* Proficiency with Microsoft applications and Google Suite.
* Ability to exercise good judgment and focus on detail as required by the job.
