Overview:
GovCIO is seeking an experienced Sr. Technical Writer with a strong background in technical documentation, instructional systems development, and quality assurance to support the Navy's Fixed Submarine Broadcast System Fixed Very Low Frequency / Low Frequency (FSBS FVLF/LF) Engineering Support team. This onsite position, located in Charleston, SC, will play a key role in producing, managing, and validating high‑quality technical data supporting Navy telecommunications, broadcast, and training systems.
The ideal candidate will bring senior‑level expertise in developing, editing, and maintaining technical manuals, standard operating procedures, system documentation, and curriculum or training materials in accordance with military standards and industry best practices. This position requires a highly disciplined communicator capable of translating complex engineering, operational, and procedural information into clear, accurate, and well‑structured documentation.
Key responsibilities include the creation, editing, and lifecycle maintenance of technical manuals, IETMs, SOPs, and supporting documentation; ensuring compliance with MIL‑STD‑40051E and other applicable standards; coordinating with engineers, logisticians, subject‑matter experts, and government stakeholders; managing documentation repositories; supporting version control processes; and ensuring consistency and accuracy across all technical artifacts.
Responsibilities:
Writes, rewrites, and edits technical documentation, including technical procedure manuals, user manuals, Interactive Electronic Technical Manuals (IETMs), Technical Manuals (TMs), Standard Operating Procedures (SOPs), operational specifications, and other technical publications, to communicate complex technical information clearly and effectively to diverse audiences. Acquires subject knowledge by interviewing product developers and engineering personnel, reviewing technical specifications, diagrams, curriculum materials, and military doctrine, and observing system performance when necessary. Oversees the preparation and integration of illustrative materials including drawings, sketches, diagrams, charts, and flowcharts. Conducts comprehensive quality reviews of all documentation to ensure accuracy, consistency, compliance, and technical validity.
Translates complex data into user‑friendly text for print and electronic publications such as training manuals, government deliverables, courseware, and web‑based materials. Gathers information through research, technical reports, doctrinal standards, and interviews with engineering, instructional, and operational subject‑matter experts. Develops and maintains cataloging systems, documentation repositories, and archival structures to ensure document traceability and lifecycle sustainment. Assists in preparing materials for technical briefings, training seminars, and program reviews, and may support technical or business presentations when required. Selects or recommends layouts, graphics, illustrations, tables, exhibits, and other visual elements to enhance clarity and achieve publication objectives.
Additional responsibilities include:
* Producing, validating, and maintaining highly detailed technical publications in accordance with MIL‑STD‑40051E and other applicable Department of Defense documentation standards.
* Applying structured instructional design methodologies (ADDIE / PADDIE+M) to ensure documentation is accurate, instructionally sound, and aligned with training system requirements.
* Performing final QA reviews on technical materials to ensure correctness, compliance, and release readiness for distribution to operators, maintainers, and leadership.
* Maintaining and administering technical data repositories, including SharePoint, LMS platforms, and controlled document libraries, ensuring version control, metadata accuracy, and configuration compliance.
* Collaborating with engineering teams, training developers, government officials, logisticians, and other stakeholders to collect inputs, validate data, and ensure documentation reflects current system baselines.
* Supporting the creation of training artifacts, curriculum materials, test content, and performance support tools used in support of Navy, Army, or DoD training organizations.
* Reviewing, modernizing, and maintaining doctrinal guidance, instructional content, and administrative documents to ensure accuracy, relevance, and alignment with service‑level requirements.
Qualifications:
High School with 9+ years (or commensurate experience)
Required Skills and Experience
* Required Clearance: Secret
* Ability to obtain/upgrade to Top Secret.
* Senior‑level experience as a Technical Writer, Technical Editor, or Instructional Systems Specialist producing and maintaining complex technical documentation for military, government, or engineering environments.
* Demonstrated expertise in developing, editing, and validating technical manuals, IETMs, SOPs, and training materials in accordance with DoD or service‑specific standards (including MIL‑STD‑40051E).
* Proven ability to apply instructional design methodologies such as ADDIE or PADDIE+M to structure, organize, and evaluate documentation and training products.
* Experience performing Quality Assurance (QA) reviews of technical content to ensure accuracy, compliance, and technical validity, including final‑release inspections for documentation deliverables.
* Expert‑level proficiency in Microsoft Word, including advanced formatting, templates, fields, references, and document automation.
* Strong working knowledge of Microsoft Office tools including Excel, PowerPoint, and Visio for diagrams, workflows, and technical illustrations.
* Ability to translate complex technical concepts into clear, concise, audience‑appropriate documentation for engineers, operators, technicians, and leadership.
* Experience managing documentation repositories (e.g., SharePoint) and maintaining version control, traceability, and configuration accuracy.
* Familiarity with Agile, Waterfall, or other software development lifecycle (SDLC) methodologies.
* Excellent attention to detail, strong organization skills, and the ability to manage multiple projects concurrently in a dynamic environment.
* Self‑motivated, able to work independently and collaboratively with cross‑functional teams.
Preferred Skills and Experience
* Experience producing or maintaining Navy, Army, Air Force, or DoD technical documentation, including TMs, IETMs, or curriculum materials.
* Hands‑on experience administering or supporting Learning Management Systems (LMS), such as Blackboard Government, Questionmark, Meridian, MNP LASA, or similar systems.
* Familiarity with analysis, design, and evaluation of training materials within submarine, aviation, or shipboard program environments.
* Experience conducting curriculum reviews, test plan assessments, and documentation quality evaluations in classified or high‑security environments.
* Ability to produce visual aids (flowcharts, diagrams, tables) using tools such as Visio or Adobe Captivate/Articulate 360.
* Strong background in technical content standardization, style guide enforcement, and structured authoring methodologies.
* Prior experience serving in QA, COR support, training development, instructional systems design, or related, government technical support roles.
* Bachelor's degree in related field
