				Overview:

Odyssey Systems has an exciting new opportunity for a Technical Management & Source Selection Support SME supporting the Strategic Warning and Surveillance Systems (SW&SS) Acquisition Delta.   The SW&SS Acquisition Delta mission is to modernize and sustain missile warning, missile defense, space domain awareness, and command and control systems to protect the Homeland and allies.  The perfect candidate will advise and contribute to the development of acquisition strategies utilizing source selection expertise in support of SW&SS Acquisition Delta acquisition activities.

This is a full-time role at Peterson SFB in Colorado Springs, CO.

Responsibilities:

Duties include, but not limited to: 

* Apply analytical and data processing skills to provide advice and assistance on technical evaluations and realism, balance and reasonableness assessments of proposals.
* Support requirements definition, development, configuration management, test (all phases), risk management, system security engineering, operations and organizational/intermediate/depot-level maintenance (all types), planning/programming, implementation/deployment of solutions, review and development of system technical baseline documentation
* Support and conduct strategic planning consistent with program direction, resources, and objectives established by higher authority; make recommendations for improving division processes and products.
* Support roadmap planning, development and review
* Provide senior-level, large-program project management expertise to project and program managers, as well as Division functional leads and the SML; advise, guide and assist with acquisition planning and program execution.
* Help lead acquisition strategy analyses and program planning processes.
* Analyze programs and develop sound, efficient and effective strategies.
* Analyze acquisition methodologies.
* Use experience, expertise and skill set to advise, assist and train Government Division/Branch/ Program Offices on consistency and continuity of requirements, objectives and planning/ programming.
* Prepare, develop, staff and review acquisition strategy documentation consistent with statue, the Federal Acquisition Regulation, and Department of Defense and Air Force policy and guidance.
* Support conducting market research, including sources sought documentation and requests for Information.
* Develop, prepare, staff and review Early Strategy and Issues Session and Acquisition Strategy Panel briefings
* Recommend evaluation factors, sub-factors, and criteria.
* Develop, prepare, staff and review:
* Statements of Objectives
* Statements of Work
* Performance Work Statements
* Contract Data Requirement List Items: Sections L and M
* Contract Line-Item Number structures
* Contract terms and conditions
* Life Cycle Management & Sustainment Plans
* Fee structures
* Other contract Request for Proposal documentation
* Acquisition Strategy Reports
* Justification and Approval (J&A)
* Technical evaluations
* Evaluation Notices
* Protest defense materials (Contracting Officer Statement of Facts, Agency Report, etc.)

* Assist in formulating, generating, reviewing, and finalizing Source Selection Plans, RFP, and pre/post documentation.
* Advise, assist and train Government Division/Branch/Program Office personnel (military and civilian, other support contractors) on acquisition principals, practices and processes.
* Support development, management and monitoring of program and project integrated master schedules
* Advise Government personnel on contractor performance issues and risks.
* Prepare briefings and reports.
* Present Government briefings
* Assist in risk assessments.

Qualifications:

Citizenship: Must be a US citizen

Minimum Required Qualifications

Clearance: Must have and be able to maintain a Secret clearance.

Education: Bachelor's Degree

Years of Experience: At least 12 or more years of experience in government acquisition; 2+ years source selection experience

Additional Qualifications:

* Ability to work effectively in a leadership-type role, ability to work independently with minimal supervision, and ability to proactively engage with and advise government and contractor support.
* Travel (within CONUS) is required

Preferred Qualifications

Education: MS/MA Degree

Certifications: APDP Level III PM, PMP (or equivalent) or Systems Planning, Research, Development, and Engineering (or equivalent)

Years of Expereince: 15+ years DoD acquisition program experience (Program Office or staff) or equivalent; 4+ years source selection experience

Location: Peterson Space Force Base in Colorado Springs, CO

Travel: 10% or less travel predominantly CONUS
