Overview:
GovCIO is currently seeking a Technical Architect/ Principal Software Engineer to manage the team sustainment and enhancement work on A VA project. This pivotal role will help coordinate the development efforts across different departments to ensure timely and efficient feature rollouts. This position is fully remote and available to candidates within the Continental United States (CONUS).
Responsibilities:
Leads effort for legacy modernization, sustainment, and enhancement for the team. Leads the development planning of system and development deployment as well as responsible for meeting software compliance standards. Prepares operating instructions, compiles documentation of program development, and analyzes system capabilities to resolve questions of program intent, output requirements, input data acquisition, programming techniques, and controls.
* Guide a team of Developers towards successful project delivery.
* Provide leadership to teammates through coaching and mentorship.
* Maintain high standards of excellence within the team by establishing good practices and habits.
* Assist in the collection and documentation of user's requirements, development of user stories, estimates and work plans.
* Assist BA team in preparing reports, manuals, operational procedures and other documentation on the status, operation, and maintenance of the project.
* Integrate with all necessary applications, working alongside those system development team.
* Proactively communicate and coordinate with various internal and external project stakeholders.
* Analyzes detailed system factors, including input and output requirements, information flow, hardware and software requirements, and alternative methods of problem resolution.
* Participates in code reviews and Sprint Reviews to represent reviewed work for adherence to contract deliverables and program specifications.
Qualifications:
Required Skills and Experience
* Bachelor's with 12 years (or commensurate experience)
* Analytical and investigation skills.
* Ability to work independently with minimal guidance and supervision.
* Experience supervising a team of developers/engineers with proven leadership skills.
* Experience with Agile Methodology and Scrum Processes.
* Advanced knowledge of software development lifecycle.
* Experience with legacy system modernization
* Demonstrated experience in a remote work environment.
* Must be a US citizen or authorized to work in the US.
Preferred Skills and Experience
* Experience with VA and/or other Federal Agencies.
* Understanding of the VA Veteran-Focused Integration Process (VIP) project management methodology.
* Knowledge and experience working in a Scrum/Agile environment
* Experience with Jira and Confluence
* Experience working within the VA.gov platform, alongside OCTO
Clearance Requirement: Ability to obtain and maintain a Suitability/Public Trust clearance
