Responsibilities:

This role of Technical Program Manager (TPM) will be working with NIWC team to lead a contract in support of the Naval Information Warfare Center (NIWC) and other DoD agencies. The Technical Project Manager works directly with government sponsors, external clients, and high-performing project teams managing multiple projects simultaneously. The position leads clients to a successful outcome through process, resource management and financial tracking. The TPM will oversee cyber security and application development projects; working with customers and teams to understand and document user requirements, propose technical solutions and design, drive workflows and communication engagements, and prepare project estimates.  The TPM will be the main point of contact for both internal and external teams. The TPM will also be involved with contracting, procurement, risk management, strategic planning, resource tracking, and collaborating with technical team members for successful execution and delivery environment(s). 

Qualifications:
Essential Duties & Job Functions:
* Serves as a primary stakeholder in the underlying information technology (IT) operational processes and functions that support the service, provide direction and monitor all significant activities so the service is delivered successfully
* Monitors project dates, tasks, hours, risks, blockers and customer satisfaction throughout the project life cycle
* Oversees the technical team with guidance, recognition, professional development, and removing hurdles to improve efficiencies and overall quality of our services
* Conduct interviews and other resource management activities as the effort grows
* Identifies scope changes from the original plan or agreement and escalates to the management team
* Works directly with Tech Leads and stakeholders to ensure project success
* Facilitates meetings and other communication, including status reporting and meeting notes
* Manages customer expectations and meets clients face to face as needed
* Perform needs analysis to determine opportunities for new and improved business process solutions
* Lead and oversee budget, staffing, and contracting
* Ensure that all acquisitions, procurements, and outsourcing efforts address information security requirements consistent with organization goals
* Perform subcontractor management to include invoice reviews, staffing requirements, performance actions and workshare monitoring
* Support company business development efforts such as writing proposals
* Perform other duties as tasked
