Overview:
CAES Mission Systems, Lansdale, PA is seeking a Subcontracts Program Manager III / IV to lead and direct all phases of multiple projects from inception through completion for their assigned portfolio. This role reports directly to the site's Supply Chain Lead and is responsible for cost, schedule, and quality performance of their subcontractor portfolio. Additional specific tasking may include Material Cost Account tracking on highly visible complex programs. The successful candidate will strategically manage their subcontractor's scope to resolve cost, schedule, and technical issues.
This role allows the ability to work on-site or hybrid schedule from any of these locations (Lancaster (PA), Whippany (NJ), or Woburn (MA)) with 10% travel.

Responsibilities:
YOUR ROLE; but not limited to:
* Ensure supplier/subcontractor stays on budget and on schedule in accordance with target pricing.
* Establish executable plans and associated risk mitigations to achieve/exceed the annual business plan objectives as it pertains to subcontractor commitmentst.
* Identifying and qualifying potential subcontractors for major projects, conducting market research, and evaluating proposals based on technical capabilities, cost, and delivery timelines.Ensure that expectations of selected suppliers are clear and predetermined in accordance with program and Purchase Order requirements.
* Developing negotiation strategies, drafting and reviewing subcontract terms and conditions, managing price negotiations, ensuring proper contract execution, negotiating favorable milestones to ensure CAES remains in a favorable cash and revenue position.
* Monitor subcontractor performance against contract requirements, while identifying and addressing potential issues, and implementing corrective actions as needed. Ensuring subcontractor has all resources, tooling, manufacturing equipment, and management support required in order to facilitate program requirements on budget and on schedule.
* Assessing and managing subcontract risks, including cost, schedule, and quality risks, and developing contingency plans.
* Ensuring adherence to all applicable laws, regulations, and company policies regarding subcontract management, including government contracting compliance (FAR/DFARS), Small Business requirements, and any other federally mandated or customer mandated requirements.
* Coordinate the creation of action plans with IPTs to achieve contractual obligations.
* Contributing to the development of subcontractor strategies during proposal preparation, including cost analysis and identifying potential subcontractors.
* Understanding supplier schedule commitments, constraints, inflection points and critical operational steps to ensure timely delivery of material. Management of critical key manufacturing milestones through predetermined calls and status checkpoints.
* Understanding of key technical aspects of antenna, microelectronics and radar assembly as it pertains to supplier selection and performance.
* Coordinate travel requirements in both a proactive and reactive manner in order to have onsite presence to ensure communicated updates are correct and supplier executive management engagement is sustained throughout the project.
Qualifications:
HOW TO SUCCEED
Minimum:
* Bachelor's degree and minimum of 5 years' experience in Subcontract Management or Procurement leadership within the Defense industry, or equivalent work experience.
* In order to be eligible for this position, you must be a "US Person" under US export laws (or eligible for approval under a U.S. Government export license) as this role requires access to technology, materials, software or hardware that is controlled by US export laws.
* Ability to obtain and maintain a DoD SECRET security clearance.
Preferred:
* Bachelor's degree and minimum of 8+ years' experience in Subcontract Management or Procurement leadership within the Defense industry;
* Proven ability to build and maintain relevant internal and external relationships; established strong customer rapport.
* Experience in successfully driving subcontractor performance against business and customer goals.
* Strong financial acumen associated with proposal pricing, subcontract negotiations and cost account management.
* Experienced Program Manager on RF/Microwave programs with the DoD industry.
* Multi-discipline experience in Subcontract/Procurement Management, Operations Management, and Finance.
* Experience in managing new component or small product/system development programs.
* Active DoD SECRET clearance.

Salary Range: Supply Chain Project Manager III: $78,048.26 ~ $117,072.39 & Supply Chain Project Manager IV: $103,218.83 ~ $154,828.24 annually. Applicable pay within the posted range may vary based on factors including, but not limited to, geographical location, job function of the position, education, and experience of the successful candidate.
