Job Summary

The Enterprise Sr. Emergency Manager will lead and oversee Panasonic Energy's Emergency Management and Fire Brigade Programs, ensuring alignment with corporate objectives and regulatory standards. Reporting to Panasonic Energy Corporation of North America (PECNA) U.S. Security & Organizational Resilience, this role will develop and implement emergency preparedness, response, and recovery initiatives across its world's largest lithium-ion battery U.S. manufacturing operations, including the Sparks, Nevada Gigafactory and De Soto, Kansas facility. The position will establish performance metrics, enhance organizational resilience, and implement strategies to minimize operational disruptions caused by emergencies. This professional will lead a Senior Specialist, Emergency Management.

Essential Duties

Program Development & Oversight:

* Develop, implement, and manage the company-wide Emergency Management and Fire Brigade Programs, ensuring compliance with regulatory requirements and industry best practices.
* Establish performance metrics and Key Performance Indicators (KPIs) to evaluate emergency preparedness and response effectiveness, driving continuous improvement.
* Oversee emergency drills, exercises, and training programs to validate preparedness and enhance organizational resilience.

Emergency Planning & Risk Mitigation:

* Develop and maintain the organizations Emergency Management Program (EMP) and Incident Response Plans (IRPs).
* Conduct risk assessments and integrate findings into emergency planning to reduce vulnerabilities and enhance response capabilities.
* Lead after-action reviews, develop improvement plans, and ensure lessons learned are incorporated into future preparedness efforts.

Training & Exercises:

* Design, deliver, and evaluate emergency management training programs, including seminars, tabletop exercises, functional drills, and full-scale exercises.
* Ensure compliance with regulatory training requirements and industry best practices.

Collaboration & Stakeholder Engagement:

* Serve as the primary liaison with internal teams such as Environmental, Health, and Safety (EH&S), emergency response agencies, and external stakeholders.
* Represent the company in emergency preparedness meetings at the local, regional, state, and federal levels, incorporating key outcomes into emergency planning.
* Work closely with the Business Continuity Manager to identify risks and enhance organizational resilience.

Technology & Continuous Improvement:

* Evaluate and integrate new emergency management technologies, tools, and methodologies to enhance program effectiveness among multi-sites.
* Stay current on emerging threats, best practices, and regulatory updates to continuously improve company preparedness.
* Inform and provide strategic guidance to senior leadership on evolving risks and mitigation strategies.

Accountability & Compliance:

* Establish a structured accountability framework to ensure adherence to emergency management policies and procedures across all company sites.
* Develop a centralized repository for emergency management policies, procedures, and training materials to standardize response efforts.
* Demonstrate High Performance Culture (HPC) behaviors.
* Develop and mentor their subordinate(s) as a servant leader utilizing HPC toolkit.

Personal Protective Equipment (PPE) Requirements:

* To ensure the health and safety in the workplace and for the protection of our employees, wearing PPE is a possibility and may include equipment such as a full Tyvek suit, safety shoes, gloves, safety glasses, face mask, bump cap, and a full hazmat suit that includes a respirator.

Qualifications:

Requirements - Required and/or Preferred

Education:

* Required: Bachelor's degree in Emergency Management, Public Administration, Business Continuity, or a related field.
* Preferred: Advanced Degree in Emergency Management, Business Continuity, Homeland Security, or a related field. A master's degree is preferred.

Essential Qualifications:

* Minimum of 7-10 years of experience in emergency management, disaster response, or a related field, with at least 3 years in a leadership or senior management role. Proven experience in developing and leading an emergency management function from the ground up.
* Certified Emergency Manager (CEM) or equivalent state-recognized certification.
* Completion of FEMA IS-100, IS-200, IS-300, IS-400, IS-700, IS-800.
* Excellent written, verbal, and presentation communication skills.
* Strong ability to leverage technology to enhance emergency management programs.
* Ability to effectively communicate with senior business leadership.
* Willingness to travel domestically up to 30%.

* Proven ability to manage multiple priorities, take initiative, and meet deadlines in high-pressure environments.
* Experience working in large, complex organizations or enterprises.

* Strong leadership and decision-making abilities, especially under pressure.
* Excellent communication and interpersonal skills for engaging with diverse stakeholders.
* Proficiency in risk assessment, crisis management, and emergency planning.
* Familiarity with emergency management software and tools.
* Analytical and problem-solving skills to address complex challenges.

Preferred Certification(s):

* Homeland Security Exercise and Evaluation Program (HSEEP) certification.
* Lean Six Sigma - Green Belt/Black Belt (LSSBB).
* Certified Emergency Manager (CEM) - IAEM.
* Master Exercise Practitioner (MEP).
* FEMA Advanced Professional Series (APS).
* Project Management Professional (PMP).
