Sourcing Manager - Specialty Services

We are looking for a dynamic and forward-thinking Sourcing Manager to lead our specialty services sourcing efforts with a primary focus on e-auctions, Diversity, Equity, and Inclusion (DEI), and Environmental, Social, and Governance (ESG) initiatives. This role will support our executive-led DEI and ESG objectives while driving cost efficiencies and aligning with our commitment to the HHS Climate Pledge and other sustainability goals. In this role, you will have the opportunity to make a tangible impact on the organization's sustainability efforts, DEI goals, and supplier relationships. You will be a key player in supporting our mission to drive positive change within the supply chain and beyond.

What You Can Expect

This Sourcing Manager will work across multiple supply chain categories, including Information Technology, Purchased Services, and specialized service lines, to align sourcing strategies with DEI and ESG initiatives. This position will be pivotal in driving a migration to DEI suppliers, with the goal of significantly increasing our DEI spend activity while ensuring we meet sustainability and environmental goals as part of the HHS Climate Pledge.

* Lead E-Auction Initiatives: Manage and optimize e-auctions within specialty service categories to drive cost savings and operational efficiency while supporting DEI and ESG goals.
* DEI Supplier Migration: Lead efforts to increase DEI supplier activity by migrating significant portions of our supply chain spend.
* ESG Strategy Execution: Drive ESG-related supply chain initiatives in alignment with the Health Equity Transformation Assessment (HETA) workgroup and broader organizational sustainability efforts.
* Strategic Sourcing Leadership: Develop and execute strategic sourcing strategies focused on e-auctions, DEI, and ESG across multiple categories. Lead contract negotiations, supplier selection, and category standardization initiatives to achieve cost reductions and improve service levels.
* Stakeholder Engagement: Build consensus and engage key internal stakeholders (finance, supply chain, leadership) to ensure alignment on DEI and ESG priorities and sourcing strategies.
* Supplier Relationship Management: Manage relationships with key suppliers, driving performance improvement, resolving disputes, and fostering collaboration on DEI and ESG initiatives.
* Market Insights & Trends: Analyze industry trends, supplier capabilities, and market dynamics to identify new opportunities for DEI and ESG-focused suppliers, driving innovation and ensuring the best value for the organization.
* Category Performance Monitoring: Develop key performance indicators (KPIs) for suppliers to ensure performance meets DEI, ESG, and sustainability targets while maintaining high-quality service.
* Training & Mentorship: Serve as a subject matter expert and mentor to other sourcing managers, providing training on e-auctions, DEI, and ESG-related sourcing practices. Help document and standardize sourcing processes and best practices.
* Cross-Functional Collaboration: Work closely with Category Leaders, Finance, and other stakeholders to integrate DEI and ESG objectives into category management strategies and sourcing processes.
* Reporting & Analytics: Conduct in-depth analysis of spend data and supplier performance, leveraging data to drive continuous improvement in sourcing and procurement practices related to DEI and ESG goals.

Qualifications

* Bachelor's degree or equivalent experience.
* Seven (7) years' relevant experience  

Preferred Qualifications

* Experience in procurement, supply chain management, or strategic sourcing.
* Negotiations experience such as handling complex supplier relationships.
* Experience with/understanding of ESG and DEI concepts and their application in sourcing initiatives and procurement strategies.
* Understanding of strategic sourcing methodologies and tools.
* In-depth knowledge of market dynamics, supplier capabilities, and industry trends.
* Ability to analyze spend data, market trends, and develop sourcing alternatives.
* Strong experience with RFPs, e-auctions, and other sourcing processes.

Responsibilities:

Sourcing Manager 3 leads supply management activities within specialized procurement spend categories across the Information Technology, Purchased Services, Laboratory or other specialized service lines. Responsible for identifying cost savings opportunities and supplier selection processes in within the assigned category including, but not limited to, contract management, supplier negotiation, utilization improvements and standardization.

* Utilizes strategic sourcing process to manage assigned category of products/services for multiple locations of the organization. Identifies all stakeholders and builds case for significant change while developing consensus among key stakeholders.

* Develops and maintains key performance measures for chosen suppliers and negotiates on multiple variables to award longer-term strategic contracts that result in category standardization, cost reduction and improved service levels.

* Demonstrates expert knowledge of market conditions, market dynamics and supplier capabilities. Develops and executes sourcing strategies for acquiring goods and services in assigned category including negotiations, RFP's, auctions, etc.

* Through influence, leads system-wide strategic sourcing activities within category. Facilitates and is a key contributor of supplier business reviews with all suppliers within category.

* Uses strategic sourcing approach focused on Total Cost of Ownership (TCO) and not just price improvement to facilitate successful negotiation and closure of contracts with suppliers managed.

* Leads supplier management process, including supplier development activities. Promotes better practices and operational excellence within category and benchmarks performance

* Supports Category Leader in providing strategic sourcing guidance to all levels of stakeholders to achieve agreed system results. Responsible for executing effective and collaborative category strategic sourcing processes.

* Leads effectiveness, efficiency and control of operational procurement within assigned category. Partners with supply chain employees and key stakeholders to support the execution of procurement category strategy.

* Supports category initiatives and contract management to operationalize contract management process and compliance process.

* Perform complex analysis and recommendations of spend data and market trends to prioritize and launch sourcing initiatives Actively contributes and identifies savings opportunities and set strategies for assigned category.

* Analyzes current spend and evaluates current suppliers. Consolidates spend across multiple manufacturing locations to create leverage, grows preferred market share, analyzes purchasing trends and develop sourcing alternatives. Identifies new high potential suppliers.

* Understands supply chain requirements, regulatory requirements and what is required to align supplier capabilities so that basic purchasing and supply can be executed.

* Manages respective supplier relationships and performance, including but not limited to contributing in the management of dispute resolution. Serves as first point of escalation for the Buyers on supplier issues. Drives timely resolution of quality issues raised by customers or staff.

* Maintains awareness and understanding of new services and products, industry and market trend
