The Senior Estimator scrutinizes incoming inquiries, evaluates all technical issues, prepares estimates of the costs for the execution of the works, submits proposals to clients and negotiates terms and conditions with the clients to contract award. The Senior Estimator has extensive knowledge of construction means and methods, costs and engineering principles. The Senior Estimator will directly organize and manage a diverse multi-disciplined team of Estimators and support staff. The Senior Estimator will estimate the cost of self-perform work and project indirect costs, review cost estimates prepared by team members, while managing Skanska's risk. The Senior Estimator will be a self-starter and work efficiently, must be able to meet critical deadlines and have the ability to lead and work as part of a greater team. The Senior Estimator can also be named the Sponsor of a particular pursuit should the value of the pursuit require it.

Job Summary:

The Senior Estimator scrutinizes incoming inquiries, evaluates all technical issues, prepares estimates of the costs for the execution of the works, submits proposals to clients and negotiates terms and conditions with the clients to contract award. The Senior Estimator has extensive knowledge of construction means and methods, costs and engineering principles. The Senior Estimator will directly organize and manage a diverse multi-disciplined team of Estimators and support staff. The Senior Estimator will estimate the cost of self-perform work and project indirect costs, review cost estimates prepared by team members, while managing Skanska's risk. The Senior Estimator will be a self-starter and work efficiently, must be able to meet critical deadlines and have the ability to lead and work as part of a greater team. Duties and Responsibilities:  

* Demonstrate commitment to an Injury-Free Environment and Skanska Safety and Health Management Program
* Evaluate incoming inquiries
* Assist in assigning resources to a pursuit
* Evaluates all technical issues of the project
* Prepare estimates and proposals
* Assist in staff development, business development and client management   Perform additional assignments per supervisor's direction.
* Assist in maintaining effective relationships with internal and external clients
* Coordinate complete estimates involving different disciplines and major projects 
* Lead bid strategy meetings to get operations, safety and quality involved in the bid process
* Prepare detailed estimated costs for self-perform work activities: craft hours, labor, material, and equipment costs from a crew based perspective
* Formulate all project indirect cost: staffing, on-site facilities, support costs, etc.
* Distribute bid requirements to Administrative Assistant
* Submit bid bond request forms o Request labor rates from finance
* Distribute bid documents including addenda and clarifications o Review all bid documents including contract terms and conditions to create clarification letter
* Attend prebid meeting/walk-thru o Consolidate and ask questions during bid stage o Consolidate all estimates into complete estimate summary o Lead bid review meeting and present to management
* Coordinate effort to complete all bid forms and assembling of proposal

* Review quantities and cost estimates prepared by team members to ensure accuracy and completeness
* Assist and/or lead Task Force Meetings
* Assist with maintenance of estimating databases for different disciplines
* Assist with completing PRB documents, ORAs and pre-ORAs for projects being coordinated
* Complete accurate quantity takeoffs for projects
* Manage take-off resources and identify work scopes, risk items and temporary work requirements
* Determine proper production rates to apply for labor calculations
* Manage projects that are not turned over to controls
* Be responsible for the complete estimating process/procedures to insure compliance and consistency
* Able to successfully and independently lead a Design-Build project through the tender stage, including involvement on task forces, proposal review teams, design evaluation
* Analyze and evaluate project's commercial, design and estimate risks utilizing Skanska's risk assessment tools.
* On successful projects develop procurement plan and secure all major material purchases and opportunity register, construction schedule, subcontractor agreements
* Perform site visits on pursuits and ongoing projects, attend industry trade and outreach events including MBE/DBE, insurance, contractual and legal issues, direct and indirect costs, etc. when named as pursuit sponsor
* Guide and coordinate the pursuit team, holding each accountable for their respective portion of work
* Mentor and train Estimators and Lead Estimators

Education and Experience:

Required Qualifications:

* Bachelor's Degree - Engineering or Construction Management or Similar Technical Training and minimum 10 years prior relevant experience.
* 10 - 15 years of experience.
* Requires mastery level knowledge of job area typically obtained through advanced education combined with experience.  
* Deep knowledge of project management.

Preferred Qualifications:

* Deep knowledge of project management and Heavy Civil Infrastructure work
* Experience with self perform work.
* Computer knowledge and efficiency, including Microsoft Office products [Outlook, Word, Excel, PowerPoint], HCSS Heavy Bid estimating software, online plan rooms, SharePoint and working knowledge of takeoff software (OST, Agtek, etc.), Primavera, AutoCAD and HCSS Estimating Software
* Capability to produce any order of magnitude estimate
* Understands cost based risk analysis
* Ability to lead and mentor a team
* Strong written and verbal communication skills
* Ability to multi-task
