Senior Data Integration Engineer (Remote)

				Overview:

GovCIO is seeking a highly skilled Senior Data Integration Engineer to support healthcare data interoperability efforts within the VA Program. This role is ideal for a technical expert with deep experience in Oracle SQL/PLSQL and Java, combined with a strong background in HL7 messaging and healthcare data exchange. The ideal candidate will be a self-driven engineer who thrives in a fast-paced, collaborative environment and can clearly communicate complex data issues to both technical and non-technical stakeholders. This position will be fully remote within the United States.

Responsibilities:

* Design, implement, and maintain secure and scalable healthcare data integration solutions.
* Develop and optimize Oracle PL/SQL procedures and complex SQL queries for high-volume data pipelines.
* Build and maintain backend services using Java for HL7 parsing, data transformation, and system integration.
* Collaborate closely with business analysts, technical leaders, and security teams to ensure accurate and compliant data exchange.
* Interpret and transform HL7 v2/v3 messages to support EHR, lab, and clinical system interoperability.
* Develop and consume SOAP and RESTful web services using XML and other healthcare data formats.
* Support Agile development lifecycles using Jira and participate in sprint planning, daily stand-ups, and retrospectives.
* Deliver technical documentation and data findings in a clear and concise manner to both technical and business stakeholders.
* Maintain and manage ETL and orchestration tools as needed, supporting automated and scalable data pipelines.

Qualifications:
Required Skills and Experience:
* 8+ years of experience in data integration, backend development, or healthcare IT.
* Bachelor's Degree or above in Computer Science or related field. A postgraduate qualification (e.g. MSc; or higher degree qualification in a relevant area) would be desirable. (or commensurate experience) 
* Advanced expertise in Oracle SQL and PL/SQL - complex queries, stored procedures, performance tuning.
* Expert-level Java development experience - backend services, API integration, data processing.
* Hands-on experience with HL7 v2/v3 messaging standards - parsing, transforming, and mapping HL7 data.
* Proficiency with XML - parsing, validation, schema handling, and transformation.
* Experience with SOAP and RESTful API development and integration.
* Strong experience working in healthcare environments, including with EHR, lab systems, or payer data.
* Demonstrated ability to communicate complex technical topics clearly to technical and non-technical stakeholders.
* Strong documentation and presentation skills.
* Proven collaboration and stakeholder management skills.
* Advanced Excel skills - including pivot tables, formulas, and report generation.
* Good Communication skills. Potential hire will be in meetings with the leadership at least one or two times a week.
Preferred Skills and Experience:
* Experience with ETL tools (Informatica, Talend, DataStage).
* Familiarity with data orchestration tools (e.g., Apache Airflow, Kafka).
* Working knowledge of Agile methodologies (Scrum, Kanban) and JIRA.
* Prior experience supporting VA or other federal healthcare systems.

Ability to obtain and maintain a suitability/public trust clearance.
