General Position Summary
The DBE Compliance Manager will take part in administering Skanska's DBE Compliance Program for the projects to which he or she is assigned or assigned to review. The DBE Compliance Manager shall ensure that the Skanska project employees are aware of and have
been trained on Skanska's DBE Compliance Program and Management Policy as well as the DBE Compliance Manual (collectively, the "DBE Program"). The DBE Compliance Manager reports directly to the Business Unit DBE Compliance Officer (UDCO) or Project Manager, as determined. The DBE Compliance Manager will ensure program compliance through a review of the DBE
subcontractors, suppliers (regular dealers), manufacturers, truckers, brokers and all other vendors (collectively, the "Vendors") associated with a project under all relevant federal, state, and local laws, rules and regulations as they pertain to the DBE Program and related programs.

Responsibilities:

Major Duties & Responsibilities

 Manage, Lead, and Coordinate workload and resource allocation of DBE Compliance Managers

 Travel across the Northeast Region is required and frequent
 Direct each Project DBE Compliance Coordinator to assist in administering the DBE Program
 Educate, train, and enforce a proper understanding of the DBE Program as it applies to project employees
 Develop, facilitate and conduct suitable regular training programs designed to ensure that Skanska employees understand DBE requirements
 Initiate investigations and/or investigate reports of suspected DBE Program violations and make independent determinations as to whether a violation occurred and report such violation to the UDCO, who in consultation with the DBE Compliance Manager, shall determine a plan for resolution of or addressing the violation
 Implement established DBE Program systems and controls for the project to which he or she is assigned to work on or review
 As assigned by the UDCO, conduct both periodic and regular audits of projects, employees and Vendors to ensure compliance with the DBE Program
 Vet project-specific Vendors or potential vendors
 Exercise independent judgment and consult with the UDCO on the issue of a Vendor performing a Commercially Useful Function
 Conduct outreach events to facilitate participation of Vendors for a particular project or pursuit
 To report at least monthly to the UDCO as to the effectiveness of the DBE Program, including any issues of DBE compliance
 Make project-specific recommendations for changes that may better facilitate compliance with the DBE Program
 As assigned by the UDCO, act as a DBE compliance resource for the estimating and operations personnel. Help develop DBE plans for potential jobs and assist with answering questions on current jobs relating to specific DBE compliance issues
 Will fill in for DBE Coordinators as needed for vacations, leave, etc.
 Other duties as assigned or required

Skills & Abilities
This position requires the ability to multi-task in a fast paced environment, be detailed-oriented, analyze and understand regulatory systems. DBE Compliance Manager must possess excellent verbal and written communications skills and strong computer skills including a working
knowledge of the Federal, state and local laws and regulations that pertain to DBE compliance, FAR compliance and related programs, including construction practices and contracts. DBE Compliance Manager may be assigned to a project or corporate office.

Education and/or Experience

* A two-year college degree in accounting/business, contracting, or construction management is desired or equivalent experience in these fields.
* 7+ years experience is required
