Responsibilities:

What You'll Do:

* Supports V2X's strategic Engineering and Digital Integration (E&DI) pursuits. Develops capture plans, formulates a winning capture strategy, and obtains the resources necessary to prosecute the capture plan. Leads development of internal teaming and capabilities gap analysis, competitive assessments, discriminators and key win themes, price to win, and overall win strategy/V2X value proposition. Serves as the lead architect for external teaming arrangements and team partner roles to include identifying, selecting, and recruiting teammates, subcontractors, and suppliers. Performs duties as a recognized and seasoned leader who has a deep understanding of how to effectively develop and manage a team responsible for winning new business programs.

Key Responsibilities:

* Identify, qualify, and pursue new business opportunities that build Engineering and Digital Integration (E&DI) pipelines.
* Interface with business development and market intelligence tools/assets (GovWin/ARC). Research new opportunities, customers, and competitors using various open-source tools such as FedBizOpps, GovWin IQ, and IDIQ/vehicle portals such as Navy NexGen.
* Develop new customer and teaming relationships, foster existing relationships, and effectively execute the process for NDAs and Teaming Agreements.
* Monitor and research external and internal sources that enable the identification and qualification of new business opportunities and evaluate/rank new opportunities.
* Manage BD Pipeline Opportunities by leveraging corporate SharePoint site.
* Collect competitive intelligence across federal and commercial markets to support strategic growth and improve capture management as it relates to bid "Gate" management of opportunities.
* Leads the development of capture plans and proposal win strategies. Architects and designs solutions that meet or exceed customer requirements at an affordable price.
* Create compelling solutions that are easily understood by both technical and non-technical audiences.
* Support the facilitation and development of the business development process to include ensuring timelines and milestones are met. May conduct various color reviews as part of the business development lifecycle.
* Build relationships across all levels in the organization and within the client environment. Lead business development discussions with both internal and external stakeholders.
* Develop and present oral proposals, as required.
* Support the E&DI BD teams' day to day tasks and direction, counsel, and mentor.
* Performs additional duties as assigned.

Qualifications:

Minimum Qualifications:

* Education:
* Bachelor's degree in a related field such as Business, Accounting, Analytics, Finance, or Marketing. An equivalent combination of education and experience from which comparable knowledge and job skills can be obtained may be substituted.

* Experience:
* Minimum of eight (8) years' progressive experience in capture management or in general management with substantial exposure to business development and marketing support activities.
* Minimum of four (4) years' experience in a position directly related to business development for DoD and/or Federal civilian agencies, preferably in the various markets.
* Full knowledge of the federal procurement process, as well as a strong, proven capability to apply process-driven capture approaches throughout the business capture lifecycle.
* Capture experience in the DOD/Federal market required.
* Proven track record in capturing or working on major programs.
* Previous performance as a Capture Manager or in a lead capture role on at least one opportunity with an individual value greater than $50M (single award contracts or task orders).
* Must have a good understanding of government procurement, federal contracts, regulations and procedures, and DoD operations and maintenance services.
* Proven experience in the effective and efficient use of capture and proposal resources (e.g., B&P, IRAD, facilities, demos, program personnel).
* Experienced in proposal writing, work breakdown structures, basis of estimates, storyboards, and narrative solution content.
* Demonstrated experience developing and presenting oral proposals.
* Demonstrated performance conducting various color reviews successfully.
* Demonstrated experience with Engineering Services and Information Technology related requirements.
* Demonstrated experience developing, managing, and implementing Technology Refresh Program.

* Other Requirements:
* United States citizenship required.
* Able to travel to project and customer locations up to 50%.
* Ability to obtain and maintain a DoD Secret security clearance.

Desired Qualifications

* Education:
* Master's degree in a technical field of study preferred.

* Experience:
* Prior DoD maintenance or CLS experience highly desired.
* Experience in procurement administration, proposal development and proposal writing, financial management, pricing, and negotiation of Government and commercial contracts. Major program (>$10M) capture and development with Proposal/Bid Compliance experience preferred.

* Other Requirements:
* Active Secret security clearance highly desired.
* Top Secret security clearance preferred.

* Possess understanding of and has experience in implementing capture processes (such as Shipley or other industry standards).
* Able to identify, assess, and mitigate risks related to capture strategies and proposals, including financial risks, compliance risks, and operational risks.
* Knowledge of best practices for managing and optimizing capture processes to improve efficiency and effectiveness.
* Ability to maintain strict compliance with V2X policies and procedures relating to our Business Ethics and Code of Conduct, in addition to specific procurement regulations established by the federal government.
* Demonstrates the highest degree of safeguarding confidential, sensitive, business, and employee data.

* Business Partner/Effective Communicator:
* Excellent communicator, both orally and in writing, including ability to facilitate effective collaboration, stakeholder engagement, and develop consensus and drive all organizations to achieve capture goals.

* Interfaces comfortably and effectively with a wide range of team members to include executive leadership.
