General Description:

Under the direction of the Director of Small Business, the Senior Business Manager, Design Services is responsible for managing program(s) activities for storefront and façade improvements, design services, and commercial district enhancement, which provide services to new and existing businesses and neighborhood commercial districts in the city of Boston's neighborhoods, and providing direct one-on-one assistance to businesses. This is a senior position working to maximize the impact of the resources available to and provided by OEOI through the provision of integrated design, façade, and business services throughout Boston.

Responsibilities:

* Coordinates between business owners, construction contractors/fabricators, designers, and internal City agencies.     
* Works as an advocate, topical expert, and experienced project manager to obtain approvals, permits, and licenses from the Boston Planning Department, the Boston Planning and Development Agency (BPDA), Public Works, Inspectional Services, the Boston Landmarks Commission, and other City agencies, and commissions for projects and businesses being assisted by the Office of Economic Opportunity and Inclusion.
* Processes intake of program applications.
* Approves designs and funding for projects receiving assistance from the Office of Economic Opportunity and Inclusion.
* Provides design and historic preservation guidance, training, and technical assistance to neighborhood business districts and Main Streets organizations.
* Works with community partners (including the Main Streets and other business organizations) to help them and their constituents better access City services and other resources.
* Works with Business Managers and local partners to identify businesses that would like outward-facing improvements to their business or commercial building.
* Assists the Director in developing, implementing, and reviewing business development program policies and procedures.
* Manages contracted architectural and construction services and projects, including budgeting, reporting, communication, marketing, and tracking systems.
* Develops and implements strategies to assist businesses to open and expand in Boston's neighborhoods and to meet department and program goals and objectives.
* Establishes and manages relationships with city, state, federal, and non-governmental agencies and coordinates activities with relevant City staff within OEOI and across City agencies to ensure successful and timely completion of projects and delivery of service to constituents.
* Reviews designs of development projects for quality and cost efficiency.
* Trains staff and partners on the programmatic policies, to increase quality, timeliness and impact of  work and services provided.
* Performs other related duties as required. 

Qualifications:

* Four (4) years of full-time, or equivalent part-time, experience in design, architecture, business development, general contracting, or related fields, including program or project management experience and two (2) years of supervisory or project management experience.
* An undergraduate degree is preferred; a degree in architecture, urban design or business, or building construction/science is strongly preferred. Associate or vocational training for construction/trades will be considered. A bachelor's degree may be substituted for (2) years of the required experience.
* Demonstrated knowledge of local zoning, permitting and licensing, building codes, and regulations related to businesses and neighborhood commercial districts.
* Demonstrated proficiency in Microsoft Office, Google, and Salesforce or CRM software applications preferred.
* Excellent oral and written communication skills preferred, including providing training and/or presentations to groups.
* Ability to exercise good judgment and focus on detail as required by the job.
* Ability to communicate effectively and work across teams for proven results.
* Demonstrated experience in Project management.
* Comfortable managing technical projects.
* Expertise in design, construction, or fabrication.
* Ensures project oversight from inception to completion.
* Experience working with Businesses and Boston neighborhoods is preferred.

Union/Salary Plan/Grade: SEIU 888/N-24
