Overview:
The position is responsible for performing complex financial functions pertaining to the Commission's budgets. Responsibilities include monitoring and coordinating finance-related tasks performed by other employees, ensuring receipt of appropriate funds from various funding sources, preparing and ensuring contracts are compliant for all goods and services provided to the Commission, preparing for review standard and ad-hoc financial reports, tracking compliance with federal, state, and municipal policies, procedures, and/or requirements, and recommending the necessary steps to ensure compliance to the Senior Director in a timely manner.
Responsibilities:
* Assists with the preparation, analysis, evaluation, and monitoring of various Commission grants and operating budgets, which may include evaluating budget proposals and amendments; preparing and submitting Commission budget requests for approval by the Senior Director or Commissioner and submitting to appropriate funding authorities; and inputting annual and renewal budgets into the appropriate systems.
* Provides budget guidance and monitors progress of invoice processing, reporting any issues to the Senior Director in a timely manner. Executes all necessary follow-ups as assigned and maintains compliance reporting systems. Works with the Senior Director to establish a system for ongoing training.
* Works with senior leadership to develop strategic goals and analyze the Commission's financial performance data as well as prepare monthly budget status reports/forecasts.
* Provides technical assistance regarding City, State, and Federal, and other regulations, takes necessary steps required for compliance and reports any areas of non-compliance in a timely manner to the Senior Director.
* Initiates and ensures receipt of appropriated funds from various funding sources.
* Coordinates a variety of fiscal activities, which may include preparing and executing contracts; paying contractors, vendors, and grantees; providing technical financial support to all programs and grantees; reconciling grant accounts; preparing invoices for payment from the State and other funding agencies.
* Prepares a variety of financial reports for senior management review.
* Maintains finance and related databases.
* Performs related work as required.
Qualifications:
* Minimum four (4) years of full-time or equivalent part-time experience in work that includes accounting, finance, economics, business administration, federal or state grants, or related field. Supervisory experience preferred.
* Associate's degree may count for up to one (1) year of required experience, a bachelor's degree may count for up to two (2) years of required experience, and a master's degree may count for up to three (3) years of required experience.
* Experience with organizational management and budget analysis and systems preferred.
* Ability to prepare clear, concise, and comprehensive reports and experience in designing financial spreadsheets for budget preparation, tracking, and analysis purposes preferred.
* Demonstrated analytical skills and ability to convey analysis both orally and with data visualizations.
* Knowledge of Federal and State grants and related financial procedures.
* Experience and comfort working with diverse communities, delivering services to a multiracial, multigenerational, multicultural, and multilingual population.
* Ability to work independently, show flexibility, and adapt to changing priorities.
* Ability to exercise good judgment and focus on detail as required by the job.
* Ability to coordinate multiple projects and think strategically.

* Experience in typical office software systems (Microsoft Office or equivalent) is required.
* Experience with Microsoft Access preferred.
* Proficient knowledge of Microsoft Excel preferred.

* Assist with Commission events as needed.
