Overview: GovCIO is currently hiring for a Requirements Manager to support modernization efforts. This position will be located in Hampton, VA on Joint Base Langley-Eustis and will be a fully onsite position. Responsibilities: We are seeking a Requirements Manager to work at the intersection of innovation and precision, ensuring every product and service we deliver is built on a foundation of clear and actionable, and well-managed requirements. This position is located at Langley Air Force Base, Hampton, Virginia. Key Responsibilities * Lead the requirements lifecycle; elicitation, analysis, documentation, and validation * Work closely with business stakeholders to ensure requirements reflect true business needs, and strategic objectives * Translate high-level concepts into detailed functional, non-functional, and technical requirements * Maintain a robust requirements management framework, including traceability matrices, baselines, and version control * Facilitate workshops, interviews and collaborative sessions to gather requirements * Collaborate with project managers, architects, developers, and QA teams to ensure alignment and clarity * Identify gaps, dependencies, risks and impacts associated with requirement changes * Support the development of user stories, use cases, workflows, and acceptance criteria * Ensure requirements adhere to regulatory compliance, and organizational standards * Serve as a communication bridge between technical and non-technical stakeholders throughout the project timeline * Excellent communication and interpersonal skills * Ability to work in a fast-paced environment Qualifications: High School with 9+ years (or commensurate experience) Required Skills and Experience Clearance: TS/SCI * DoD 8140 IAT Level II certification (Security+ CE, CCNA-Security, CySA+,CND, ) * Experience in developing and managing scope, objectives, and requirements * Familiarity with agile and waterfall methodologies * Proficiency with requirements management tools Preferred Skills and Experience * Strong problem-solving and decision-making capabilities * Ability to prioritize tasks and meet project deadlines * Experience with DOD Networks (NIPR, SIPR, JWICS)
