The American Heart Association has an excellent opportunity for a Sr. Lead, State Government Relations.  Location of the selected candidate is Austin, Texas.

In this role, you will be responsible for the development and maintenance of resources (staff and volunteers) necessary to establish and achieve heart attack systems of care through state and local American Heart Association field advocacy priorities. This role leads and directs staff to plan and execute issue advocacy campaigns and in collaboration with the field advocacy team. Additional responsibilities include providing and directing strategic vision and implementation for quality systems of care public policy priorities at the state and local levels through annually planning, managing, and orchestrating the implementation of a quality systems of care public policy agenda.

Responsibilities:

* Manages the legislative agenda in Texas and supervises government relations directors in two other SW states.
* Provide strategic leadership by facilitating quality systems of care opportunity assessment, campaign prioritization, and campaign development and implementation in support the American Heart Association's field advocacy public policy agenda.
* Utilizes effective management techniques of staff to achieve organizational objectives. Builds and maintains a professional work environment that fosters and values collaboration, trust, teamwork, and empowerment.
* Partners with the VPs of Field Advocacy to ensure consistent implementation of priorities and drive performance accordingly.
* Meets one on one with members of the state legislature, their staff, and other state government officials to gain support of the Association's quality systems of care public policy priorities.
* Assesses, monitors, and engages on legislative and regulatory quality systems of care issues of concern to American Heart Association and apprises lead state and local staff of emerging advocacy issues.
* Monitors and engages on state-level legislative and regulatory issues of concern to the American Heart Association and apprises appropriate American Heart Association volunteers and staff of emerging advocacy issues.
* Provides development of support materials and campaign tactics as needed to advance our quality systems of care agenda.
* Participates in coalition building efforts and other partnerships designed to strengthen opportunities that advance our quality systems of care issues.
* Provides advocacy presentations and training opportunities to volunteers and staff as needed.
* Engage key internal stakeholders in support of opportunities to advance the American Heart's quality systems of care public policy priorities.
* Attends and participates in meetings throughout the year, including national and regional staff trainings, regional and state-level meetings with staff partners, and metro board meetings.

Qualifications:

* Bachelor's Degree in Political Science, Public Policy, Government Relations or related area.
* Minimum of five (5) years of experience and demonstrated success:
* in legislative and regulatory lobbying at the state level.
* managing issue advocacy and creating coalitions of public and volunteer groups.
* Experience managing staff, remote teams, and volunteers.
* Policy analysis skills and technical legislative or regulatory documentation skills.
* Ability to manage multiple and concurrent complex projects under deadlines and varying time constraints.
* Outstanding oral and written communications skills.
* Must be able to travel overnight approx. 35% of the time.

Here are some of the preferred skills/experiences we are looking for:

* Knowledge of voluntary health organizations or nonprofit organizations.
* Experience working in systems of care/health care policy.
