Overview:
***This position is physically located in the Marshall Islands in support of LOGCAP***
The Real Property Administrator II will support the Real Property Administrator Lead in managing and administering real property assets for a US Army installation. This role involves assisting in compliance with federal, and local regulations, as well as adherence to US Army policies regarding real property management and utilization. The ideal candidate will demonstrate strong organizational skills, a willingness to learn, and basic knowledge of real property systems
Responsibilities:
This position description is subject to change at any time as needed to meet the requirements of the program or company.
* Assist the Real Property Administrator Lead in the administration and management of real property assets.
* Maintain inventory records, documenting acquisition, utilization, and disposal of real property.
* Help ensure compliance with US Army regulations and federal guidelines concerning real property management.
* Participate in preparation for compliance inspections and audits under the guidance of the lead administrator.
* Support capital improvement projects related to real property, including gathering necessary documentation and assisting in project planning.
* Help maintain project timelines and budgets by providing administrative support.
* Conduct routine assessments of properties to support the identification of maintenance or improvement needs.
* Assist in applied asset management principles under the guidance of the lead administrator.
* Help manage budgetary processes related to real property assets by tracking expenses and ensuring proper documentation.
* Support the oversight of real property leases and contracts for compliance.
* Utilize real property management systems, including IBM Maximo, to assist in maintaining accurate asset status and documentation.
* Prepare basic reports and assist in more comprehensive reporting for the Real Property Administrator Lead.
* Coordinate and communicate with team members, contractors, and other stakeholders as directed by the lead administrator.
* Participate in team meetings, providing input and updates as necessary.

Qualifications:
* Minimum Qualifications: Education/Certifications: One year related experience may be substituted for one year of education, if degree is required.
* Education/Certifications:
* Associate degree in Real Estate, Public Administration, Project Management, or a related field (or pursuing a Bachelor's degree preferred).
* Project Management Professional (PMP) is desirable.
* Must be CAC eligible and/or ability to obtain a CAC.
* Must have and/or ability to obtain a secret security clearance.
* A valid driver's license and the ability to obtain a U. S. Government Motor Vehicle Operator's License and host nation Driver's License, is required.
* Experience:
* Minimum of 7 years with relevant work experience regarding project management and planning skills/planning tools skills, transportation network planning, airfield environment planning, the National Environmental Protection Act, community outreach, planning and zoning skills, Air Installations Compatible Use Zones program, Geographic Information Systems/Geo-base, and facility space management. Skillsets relevant to planners also include data analytics, visualization, and severe weather and climate resiliency.
* Ability to communicate with people from diverse backgrounds and a sound understanding of the issues which impact project and mission results.
* Skills:
* Proficiency in using planning and project management software tools is essential. Common tools include Microsoft Project, Microsoft Office Excel, PowerPoint, Outlook, Word and other scheduling and project-tracking software. Candidates should be proficient with data analysis and interpretation.
* Effectively able to communicate with various stakeholders, including project managers, team members, clients, and suppliers. Strong written and verbal communication skills are essential.
* Attention to Detail: Precision is essential in project planning. Errors in schedules or resource allocation can have significant impacts on project outcomes.
* The ability to adapt to changes in project scope, timeline, or resources.
* SUPERVISORY/BUDGET RESPONSIBILITIES:
* Must be able to analyze real property project requirements, identify potential issues or risks, and develop effective solutions to ensure real property asset projects are completed on time and within budget.
* Works under the general supervision of the Real Property Lead who assigns area of responsibility and is available for consultation when controversies arise.
* Working Conditions:
* Must be capable of working in an extreme weather conditions with temperatures exceeding 100 degrees Fahrenheit.
* Indoor and/or outdoor environment with very adverse and harsh conditions (i.e., hot, wet, tropical environment with average temperatures of 130 degrees in the summer months).
* Includes some industrial production environment conditions as well.
* The worker is subject to both environmental conditions. Activities occur inside and outside.
* The worker is subject to noise. There is sufficient noise to cause the worker to shout in order to be heard about ambient noise level.
* Physical Requirements:
* Light work. Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
* Work may require heavy lifting, stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where a potential could exist for exposure to physical, chemical, or biological agents.
* Employee use of personal protective equipment (PPE) is required for some situations. PPE includes, but is not limited to, head, foot, torso, respiratory, vision, and hearing protective devices.
* Must comply with all Fire and Safety Regulations and post policies.
