Responsibilities:

The Reliability Centered Maintenance (RCM) Specialist is responsible for guiding the implementation and continuous improvement of the RCM Program at the United States National Aeronautics and Space Administration (NASA) White Sands Test Facility (WSTF)located in Las Cruces, NM. The role involves determining requirements for fielding equipment, analyzing equipment performance, developing maintenance strategies, and implementing condition-based monitoring and reliability improvements to maximize asset availability and reduce downtime. This role also develops long term plans for equipment reliability improvements throughout NASA-WSTF. The specialist will contribute to the center's preventive and predictive maintenance programs, both of which are key to managing M&O risks related to costs and equipment asset availability.

This role leads the development, implementation, and optimization of RCM-based maintenance strategies that directly support NASA's test readiness, safety standards, and long-term asset sustainability. The specialist will work in a highly technical and regulated environment to enhance the performance and lifecycle management of facility and test systems.

Qualifications:

Essential Duties & Job Functions:

Reliability Analysis

* Utilize and improve the sites Environmental Management Control System (EMCS).
* Complete field surveys to determine locations where condition-based monitoring field devices are required and would provide benefit to the facilities maintenance operations.
* Conduct detailed analysis of equipment performance and failure data to identify reliability improvement opportunities and address systemic failures.
* Utilize tools such as root cause analysis, hazard analysis, failure modes and effects analysis, and reliability centered maintenance techniques.
* Develop and maintain equipment reliability databases and dashboards.
* RCM shall be consistent with Tiered maintenance requirements in NPR 8831.2F.
* Establish and drive reliability principles and best work practices in accordance with the Society of Maintenance and Reliability Professionals or equivalent.
* Identify key areas for reliability improvements.

Maintenance Strategy Development

* Develop and implement preventive and predictive maintenance programs.
* Create and optimize maintenance plans and schedules to ensure equipment reliability and availability.
* Collaborate with maintenance and operations teams to develop maintenance strategies.
* Establish and assign assets to system hierarchies.
* Develop preventive and predictive maintenance procedures.
* Develop procedures for major overhauls and repairs of critical equipment.
* Troubleshooting system and conducting root cause failure analyses on failed equipment, developing action plans to eliminate repeat failures, and implementing corrective actions.

Equipment Performance Development

* Modify, develop, and implement preventive and predictive maintenance programs.
* Create and optimize maintenance plans and schedules to ensure equipment reliability and availability.
* Collaborate with maintenance and operations teams to develop effective maintenance strategies.

Equipment Performance Monitoring

* Monitor equipment performance and condition using advanced diagnostic tools and techniques.
* Analyze vibration, thermography, oil analysis, and other condition monitoring data.
* Identify potential failure modes and recommend corrective actions.

Improvement Initiatives

* Integrate condition-based monitoring technologies and data analytics to improve early detection of asset degradation. 
* Lead and participate in continuous improvement projects focused on enhancing equipment reliability and reducing maintenance costs.
* Implement reliability improvement initiatives such as equipment upgrades, process changes, and technology enhancements.
* Track and report the effectiveness of reliability improvement initiatives.

Technical Support

* Provide technical training and mentoring to operations and maintenance personnel in RCM methodology and reliability best practices.
* Provide technical support to maintenance and operations teams to troubleshoot and resolve equipment issues.
* Develop and deliver training programs to enhance the technical skills of maintenance personnel.
* Assist in the design and specification of new equipment and systems to ensure reliability and maintainability.

Functional Reviews

* Identify and manage equipment asset reliability risk's that could negatively impact mission operations.
* Manage system/equipment asset's reliability and maintainability throughout the asset's lifecycle.

Documentation and Reporting

* Maintain accurate records of reliability analysis, maintenance activities, and equipment performance.
* Prepare and present reliability reports to management and stakeholders.
* Develop and update standard operating procedures (SOPs) and maintenance manuals.

Safety and Compliance

* Ensure compliance with all safety, health, and environmental regulations and standards.
* Conduct safety audits and inspections of equipment and maintenance activities.
* Promote a culture of safety and reliability within the organization.
