Job Summary:

The Quality Manager assists and supports Project Engineer, Project Manager, and Superintendent on assigned projects.  He/she develops plans, directs, and supervises project quality control functions and activities in conformance with the Company or project required Quality Program. 

Duties and Responsibilities:  

* Responsible for the safety of all assigned employees and subcontractors to ensure the safe execution of all activities, including the strict adherence to company safety policies and programs through the communication and enforcement of the Skanska Safety and Health Management Program including the ability to independently stop work for a safety violation or suspected safety violation
* Perform jobsite and supplier audits and may issue independent reports
* Develop project quality control (assurance) program manual in compliance with contract
* Manage daily reports, document control and quality records and material procurement traceability
* Lead Quality Assurance/Quality Control meetings with project staff
* Maintain work performance records, documentation and other related compliance items
* Act as liaison with owner, regulatory agencies, subcontractors and/or internal departments on quality related matters
* Manage the requirements of the quality assurance and quality control program to respective sub-contractors, suppliers and other vendors
* Supervise and implement corrective measures in cases of noncompliance

Education and Experience:

Required Qualifications:

* Bachelor's Degree - Construction or Engineering or equivalent experience.
* 5+ years prior relevant experience.
* Advance knowledge of job area typically obtained through advanced education combined with experience.
* Practical knowledge of project management.

Preferred Qualifications:

* Working knowledge of regulatory agency QA/QC requirements
* Ability to manage workload effectively including plan, coordinate, organize, prioritize and handle

* multiple tasks
* Strong technical writing skills
* Build and manage high performing teams

Competencies / Skills:

Has advanced knowledge and ability to coach/guide others in:

* Quality Management: Establishes processes to meet quality standards. Monitors work practices to identify concerns or issues that do not meet these quality standards. Follows contract provisions for necessary corrective action.
* Client Relationship: Builds trust with individual clients and client organizations through active listening, transparency, empathy, clear and timely communication and action to create long-term partnerships, retain existing clients and foster future opportunities.
* Corrective Measures: Validates and verifies corrective measures were taken by operations in cases of noncompliance.
* Quality Audits: Performs quality assurance/quality control inspections to ensure compliance with the project contract drawings and specifications. Performs quality oversight on subcontractors and inspects equipment and workmanship for compliance.
* Quality Reviews: Participates in pre-job and post-job meetings, communicates quality assurance and quality control processes and ensures completeness and adherence to quality standards.

Has demonstrated proficiency in:

* Contract Management: Reviews, executes and manages the client's prime contract as well as subcontracts and vendor agreements. This includes facilitating, administering and participating in contract discussions, reviews and negotiations with all relevant contracting parties.
* Risk and Opportunity Management: Identifies potential risks related to operations, contracts, or project execution. Develops mitigation plans and strategies to control the impact of negative situations or to maximize opportunities throughout the life cycle of a project.
* Subcontractor Oversight: Monitors, inspects and ensures subcontractors are performing the work safely, are adhering to schedule, and are producing quality work in line with subcontractor agreements and our client contract obligations.
* Building and Construction Knowledge: Applies building and construction knowledge, including history, customers, competitive environment, and materials and methods to build quality projects safely.
* Plans and Specifications - Project Quality: Reads and interprets architectural and construction plans and specifications to determine contractual requirements to adhere to during project execution.
* Quality Documentation: Prepares and/or oversees creation of documentation for Quality Review meetings. Documents all inspections, tests, daily reports, quality records and material receiving.
* Quality Program Manual: Prepares and implements a company quality assurance and quality control program manual that is comprehensive and incorporates ISO 9001 standards.
* Regulatory Agency / Government Requirements- Project Quality: Reads and interprets industry codes, standards and other regulatory documents and ensures work planning incorporates these requirements.

Has a basic understanding of:

* Sustainable Building Concepts: Stays current on trends and requirements of sustainable building concepts (e.g. LEED(r)) in order to communicate environmental benefits to potential customers.

Travel Requirements: Less than 10%

Work Environment/Conditions: This job is performed both in the office and in the field on an active construction site. Field work requires experience and confidence working in and around heavy industrial equipment and systems, which includes average to loud noises, ability to traverse uneven grounds, and possible outdoor weather conditions. Vision requires the capacity for close and far vision, the ability to adjust focus, depth perception and peripheral vision. Activities and responsibilities require frequent sitting (often working on a computer), frequent driving, flying, walking, standing, light lifting, bending, and reaching. Due to computer usage, there may be repetitive motions of the hands and wrists.
