Responsibilities:

The Proposal Specialist will be responsible for preparing assigned bids and requests for proposals, assisting in daily tasks and coordination of RFP materials. This support role requires the highest level of attention to detail and an ability to work under pressure and to demanding deadlines.

Essential Functions, Duties, and Responsibilities

* Responsible for the planning, writing, and production and printing responses to various City, County, and State level Requests for Proposals (RFPs) for inmate commissary services.
* Work proactively with Sales, Marketing, Administrative, and Operational/Technical teams and executives to gain knowledge, verify documentation accuracy and usability, and to assist in the completion of assignments by published deadlines.
* Ability to work with multiple department leads to assemble materials and assist in the entire proposal process from start to delivery.
* Attend proposal kickoff meetings, review meetings, final document review, as required.
* Coordinate proposal input from a variety of stakeholders, typically involving contributions from sales, technical/IT teams, operations, finance, legal and various departments within Keefe/TKC.
* Ensure proposal documents follow corporate branding guidelines, standard formatting, and quality standards.
* Consolidate information developed by others team members into the required format.
* Maintain and make available and backup master document sets to include final PDFs of RFPs.
* Review final proposal for compliance, technical issues, and errors, ensuring that all RFP requirements are fully satisfied and communicate any issues to proposal team
* Update & maintain information for the marketing department's documentation database (i.e. resumes, project portfolios, photos, references (regional and national), licenses and certifications, project history, etc.).
* Collaborate with the Proposal Development Manager/Director of Proposal Development to add, update and verify data for the SharePoint RFP Manager site. 
* Manage FOIA requests for Corporate and Regional RFPs as required.
* Log in new projects, mark completed projects and adjust schedule changes as needed.
* Complete miscellaneous projects assigned by management.
* Maintain the strict confidentiality of sensitive information.
* Assist in preparation of Best and Final Offer submissions as requested
* Assist in post-proposal client presentations as requested
* Other duties as determined by the needs of the business.

Qualifications:

* High school diploma or general education degree (GED) required.
* Bachelor's degree in business, Communications, or English related discipline preferred.
* 1-3 years of Request for Proposal or Competitive Bid writing experience preferred.
* Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
* Ability to write routine reports and correspondence.
* Ability to speak effectively before groups of customers or employees of organization.
* Ability to apply common sense understanding to carry out detailed but uninvolved written or oral instructions.
* Ability to deal with problems involving a few concrete variables in standardized situations.
* Must be a self-starter who can work well with people at all levels both in and out of Keefe Group/TKC Organization in a professional manner.
* Ability to handle all aspects of the writing process (outlining, planning, writing, research and interviews, editing, proofreading, final publication) while meeting stringent deadlines.
