General Position Summary

The primary responsibility of the Proposal Manager is to lead multi-disciplinary pursuit teams in the development of qualifications, technical proposals and presentation materials for design-build and other alternative delivery procurements for heavy civil infrastructure projects. The Proposal Manager directs and QCs the work of technical, proposal and graphics staff assigned to the pursuit from Skanska, joint venture partner firms, design partner firms and third-party consultants to ensure on time completion of compliant, compelling submittals. A successful Proposal Manager will be a champion of Skanska's proposal best practices, mentoring junior staff and guiding technical and operations staff through our proposal process. Other responsibilities include development and production of marketing and business development collateral requested of the team, and contributing to maintenance of our database of project, personnel and corporate information used to support these efforts. The Proposal Manager works independently in analyzing information and exercises discretion in creating the proposal document.

Responsibilities:

What You'll Do:

* Planning; Analyzes and interprets Requests for Information (RFIs), Requests for Qualifications (RFQs), and Requests for Proposal (RFPs); Establishes deliverable compliance matrix and development schedule; works directly with the Design-Build Manager/Sponsor/Lead Estimator to identify necessary support resources. 
* Strategy; Facilitates Strategy-to-Win sessions to define and implement a compelling win strategy; Ensures communication of team branding and win themes to authors; Performs research and information gathering to support strategy development.
* Content Development; Leads proposal kick-off meeting with pursuit team; Establishes outlines for proposal deliverables; Conducts "Writers Workshop" meetings with and regularly provides guidance to assigned authors; Keeps the Design-Build Manager/Sponsor and department manager informed on status of progress, adherence to schedule, and quality of deliverables.  
* Branding and Design; Works with the graphic designer to establish proposal branding, content design and page layout in accordance with Skanska brand standards; Oversees development and incorporation of project-specific graphics; Ensures appropriate presentation quality for all deliverables.
* Content Editing and QC; Quality checks and edits content for compliance, grammar, logic, and readability; Polishes content to incorporate missing strategy elements and win themes; Organizes and facilitates effective proposal reviews including managing distribution of draft materials, leading review meetings, and coordinating the draft recovery process with authors.
* Production and Closeout; Plans and oversees final QC, assembly and delivery of the printed and electronic submittals by established deadlines; Maintains proposal files, including appropriate archiving and storage.
* Interview Preparation; Works with the Design-Build Manager/Sponsor to establish interview preparation plan and schedule; Creates presentation materials (boards, PowerPoint presentations, placemats, name tags, etc); Facilitates preparation and practice meetings; Coaches speakers through presentation and Q&A practice. 

We're Looking For:

* Minimum 6 years of managing proposals in construction and/or engineering industry.
* Experience managing design-build and other Alternative Delivery pursuits.
* High level understanding of construction and/or engineering industry.
* Strong writing, proofreading and editing capability; Experience with technical writing in an Engineering environment preferred.
* Leadership capacity; Ability to work effectively and collaboratively with all levels of staff and management both within Skanska and with other firms.
* Time management and organization; Ability to multitask and meet aggressive deadlines.
* Ability to plan, coordinate, and organize one's own and other's work schedules and products.
* Ability to focus people, deal effectively but calmly with others, and explain proposal concepts to help team members understand their responsibilities.
* Ability to be proactive in the data collection process and identify areas needing additional support early in the process.
* Ability to maintain discretion and confidentiality at all times.
* Four-year business or technical degree or equivalent combination of education and experience in the construction and/or engineering industry with a similar high-volume environment.
* Proficiency in Microsoft Office Suite (including Word, Outlook and excel) and SharePoint.
* Proficiency in Adobe CC, particularly use of InDesign for proposal layout.
* Active member of Society for Marketing Professional Services (SMPS) and/or Association of Proposal Management Professionals (APMP) is desired.
