Overview:
This position is physically located in Balad, Iraq
Under the supervision of the Property Manager, supervises and leads a team in receiving, storing, inventorying, issuing, and disposing of Government Property. Coordinate monthly 10% cyclic inventory, sensitive item inventory, and a reconciliation of excess Government Property. Update Property Custodians hand receipt and ensure transactions are posted. Prepare and submit reports to the government providing detailed information on routine and special reports. Provide support to Program Management identifying problematic areas and resolutions. Duties: Supervise a team to accomplish provided tasks to standard. Count, sort incoming government property to verify receipt of items on requisition or invoices. Update Property Book in Maximo. Validate Purchase Request. Prepares daily CDRL's for Inventory, Receipts, Issues, and others as required by the Performance Work Statement. Mark identifying codes, figures, or letters on articles, using labeling equipment. Identify Government Property ensuring marking are affixed and legible. Move or transports Government Property or supplies to other departments, using Pallet Jack, Forklift or industrial truck. Responsible for Physical Security of Sensitive Items and ensure they are stored in accordance with all Army Regulations and local policy. Identify Excess Government Property in the work areas and work to disposition accordingly. Ensure Government Property is being maintained appropriately. Prepare, read and analyze records and reports necessary to execute actions routinely. Must be able to access secure locations.

Qualifications:
* Minimum Qualifications: Education/Certifications: One year related experience may be substituted for one year of education, if degree is required.
* Bachelor degree in Supply Chain Management; Logistics; Business
* High School Diploma. Capable of effectively communicating technical information in English, both written and verbal
* Must be a U.S. Citizen
* Experience:
* 5 years of experience in Property Management. Related Military experience in Supply and Logistics
* 2 years supervisory experience at the team level or higher
* Functional, comprehensive working knowledge of the Federal Acquisitions and Regulations for Property Management
* Working knowledge of supply room operations and inventory management is required.
* Skills:
* Certified Professional Property Professional Property Specialist (CPPS) & Certified Professional Property Administrator (CPPA) preferred
* Former Army Supply E-7 or above. Former Army Supply Warrant Officer
* Use of SPBS-R. ULLS S-4, SARRS, or similar systems
* Material Handling Equipment (Fork Lift Operation, Pallet Jack, Hand Truck)
* Microsoft Office, with intermediate to advanced Excel skills
* Supervisory Training
* Ability to deliver training on his/her area of expertise to the lowest level
* Strong analytical skills
* WMS experience with Maximo, SAP, Oracle or similar systems
* Customer service training
* Supervisory Responsibilities:
* Supervise a team to accomplish provided tasks to standard
* Working Conditions:
* Must be capable of working in an extreme weather conditions with temperatures exceeding 120 degrees Fahrenheit.
* Indoor and/or outdoor environment with very adverse and harsh conditions (i.e., hot, dry, dusty, desert environment with average temperatures of 30 degrees in the winter and 130 degrees in the summer months).
* Includes some industrial production environment conditions as well.
* Physical Requirements:
* Light work. Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
* Work may require heavy lifting, stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where a potential could exist for exposure to physical, chemical, or biological agents.
* Employee use of personal protective equipment (PPE) is required for some situations. PPE includes, but is not limited to, head, foot, torso, respiratory, vision, and hearing protective devices.
* Must comply with all Fire and Safety Regulations and post policies.
