Overview:
This position is physically located in Balad, Iraq
Under the supervision of the PSM Director and Task Order Manager. Manages the 10 life cycle outcomes of Property Management for the V2X and the program in accordance with FAR Clause 52.245-1, Performance Work Statement, and the Property Management Plan. Manage the company fiduciary accounts with the Theater Property and the Installation Property Book Office ensuring accuracy and compliance of records. Coordinate transfers and support to the customer in accordance with AR735-5 for property and materiel responsibility transfers. Must be able to maintain a professional transparent relationship with auditing agency ensuring timely submissions and responses to all requested actions. Provides guidance on government regulations pertaining to property accountability; develops, recommends and implement property administration policy. Provide training, mentoring, effective and efficient management of all Government Furnished Property, Company Acquired Property for V2X. Coordinate with Property Custodians to ensure and maintain 100% accountability of Government Property in accordance with applicable Government regulations and V2X Property Management Plan. Ensures compliance with prescribed V2X Property Management Plan,
Performance Work Statement, and Federal Acquisition Regulations. Provide the government with routine, monthly, special, and annual reports. Maintain an IUID registry for all assets procured or transferred that meets the governments requirements. Ensures all Government Furnished Property and Materials(GFP/GFM) and Contractor Acquired Property and Materials(CAP/CAM) are properly tracked, documented, and identified in V2X Property Book records. Maintain 100% accountability of all company property records through the Maximo Implementation System and must have knowledge of Army Supply System including DLIS Fed log. Provides management direction, training and oversight to include overseeing day to day property control operations; may include but not limited to Custodial record management, CDRL reporting, administrative adjustment reports, cyclic inventory reporting, proper storage of property and materials, sensitive items inventories, receiving, shipping and preparation of all supporting documentation. Routinely visits all work locations to provide assistance, perform assessments, and ensure that the program is being managed properly and effectively in accordance with prescribed directives. Perform duties involving requesting, receiving, issuing, accountability, and preservation of all GFP, GFM, CAP, CFM, and review complete work for accuracy and compliance with established procedures. Provide technical assistance to departments and upper management as needed. Manage and maintain through periodic maintenance, administrative records and submit program status reports IAW established project operating procedures (POP), standard operating procedures (SOP), work instructions (WI) and the contract. Perform duties involving LOSS process through the Property Administrator Reach Back Program, and request for Letter of Technical Direction (LOTD) for gains or losses for assets and materials not procured or disposed of by routine methods. Performs other duties as required.

Qualifications:
* Education/Experience Requirements: One year related experience may be substituted for one year of education, if degree is required.
* Bachelor's degree and two years' experience or High School diploma and eight years' experience.
* A minimum certification of a Certified Property Professional Administrator from the National Property Management Agency or be able to obtain within one year.
* A valid driver's license from home country and base driver's license, is required.
* Experience: Minimum of 6 years specialized experience in property management operations.
* Minimum of 5 years supervisory experience in property management operations.
* Must be familiar and able to train Property Management operating systems.
* Must be familiar with appropriate FAR, DFAR's, AR's (Army Regulations) and correct publications concerning 10 Life cycle outcomes.
* Skills
* Must exhibit strong organization and communication skills.
* Must feel comfortable delegating and possess skills to include scheduling workers, keeping track of staffing and keeping their staff motivated.
* The most significant experience is education or training from work experience in a related occupation.
* Working Conditions:
* Must be capable of working in an extreme weather conditions with temperatures exceeding 120 degrees Fahrenheit.
* Indoor and/or outdoor environment with very adverse and harsh conditions (i.e., hot, dry, dusty, desert environment with average temperatures of 30 degrees in the winter and 130 degrees in the summer months).
* Includes some industrial production environment conditions as well.
* Physical Requirements:
* Sedentary work. Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met..
* Employee use of personal protective equipment (PPE) is required for some situations. PPE includes, but is not limited to, head, foot, torso, respiratory, vision, and hearing protective devices.
* Must comply with all Fire and Safety Regulations and post policies.
