Overview:
GovCIO is seeking an IT Project Manager to provide operational and integration support for Foreign Military Sales (FMS) cases. This role will support international multi-vendor IT infrastructure projects, including networks, systems, and virtual training environment (VTE) solutions. This is an on-site position located in Tampa, FL, with flexible remote work arrangements based on project requirements.
Responsibilities:
Creates integrated project plans for contract deliverables and new products in development projects. Manages a project team comprised of a multidisciplinary staff. Reviews, manages, and controls the status of projects and budgets; manages schedules and prepares status reports. Assesses project issues and develops resolutions to meet productivity, quality, and client-satisfaction goals and objectives. Develops mechanisms for monitoring project progress and for intervening and resolving problems with team members and line managers. Generally, reports to a Program Manager.
This IT Project Manager in Foreign Military Sales (FMS) will oversee the planning, execution, and delivery of IT and cybersecurity solutions for international defense clients. This role requires a strong background in IT project management, a thorough understanding of FMS processes, and the ability to effectively coordinate with multiple stakeholders, including foreign governments, contractors, and U.S. defense agencies.
* Lead the direction of projects through design, implementation, testing, and delivery to ensure alignment with mission and contractual objectives.
* Develop and maintain integrated project plans for contract deliverables and system deployments.
* Define technical and functional requirements and plan lifecycle deployment strategies.
* Supervise and coordinate multidisciplinary teams, including engineers, cybersecurity SMEs, logisticians, and vendor partners.
* Schedule tasks, assign resources, and monitor project execution to ensure on-time delivery.
* Manage the integration of vendor tasks, review deliverables, and track progress against milestones.
* Conduct regular project meetings, prepare status reports, and maintain visibility of budget and schedule performance.
* Identify and mitigate risks while ensuring adherence to quality, compliance, and security standards.
* Interface with U.S. government stakeholders, foreign partners, contractors, and vendors to synchronize project activities and resolve issues.
* Support the preparation of documentation, including Test & Evaluation Reports, Engineering Implementation Plans (EIPs), Statements of Work (SOWs), and sustainment plans.
Qualifications:
Required Skills and Experience
* High School diploma with six (6) or more years of relevant experience.
* Active Secret Clearance.
* Valid U.S. Passport and ability to travel internationally up to 40%.
* Project Management Professional (PMP) Certification.
* Defense Acquisition Certification (DAWIA Level I/II/III or equivalent), or demonstrated experience with DoD acquisition processes, program management, including FMS case management.
Preferred Skills and Experience
* Bachelor's Degree with 2+ years of experience in IT project management.
* In-depth knowledge of FAR/DFARS compliance, ITAR/EAR export regulations, and U.S. DoD acquisition frameworks.
* Experience with multinational IT infrastructure deployments, network engineering, or cybersecurity integration.
* Familiarity with DSAMS, Security Assistance Management Manual (SAMM), or related FMS case management systems.
