				Overview:

SWCA Environmental Consultants is expanding our team and actively looking for dynamic individuals who are following their passion in delivering the highest-quality project work. Our Houston, TX team is seeking a self-motivated Project Manager or Associate Project Manager with attention to detail and strong communication skills. Individuals need to be willing and able to work with peers across various offices and accomplish tasks associated with a variety of projects in any given week. The Project Manager will manage and support planning projects primarily in Houston and along the Gulf Coast.

This is a permanent, full-time, salaried, regular (with benefits) employee who will report into our Houston, Texas office. Hub and hybrid work environments are readily available. Remote (= distributed) work environments will be considered for highly-qualified candidates not local to Houston.

* Associate Project Manager - Typically with at least five (5) years of relevant experience and expertise.
* Project Manager - Typically with at least seven (7) years of relevant experience and expertise.

Responsibilities:

The selected Project Manager / Associate Project Manager will be responsible for performing and overseeing multi-disciplinary project planning, environmental assessment, impact analyses, permitting, and similar tasks across a diversity of industries (e.g., oil/gas pipelines, transportation, disaster relief) and State/Federal Agency requirements (e.g., US Department of Transportation (DOT), Federal Energy Regulatory Commission (FERC), Federal Emergency Management Act (FEMA), US Department of Energy (DOE)).

Specific Responsibilities Include:

* Manage, prepare and review reports, technical documents, applications, information requests, proposals and other written deliverables for construction projects related to various permitting/planning and compliance activities, as required, associated with (but not limited to) the Natural Gas Policy Act, the National Environmental Policy Act (NEPA), the Endangered Species Act (ESA), the National Historic Preservation Act (NHPA), and the Clean Water Act (CWA).
* Collaborate with clients, SWCA staff members, and resource or regulatory agencies to obtain permits and authorizations. 
* Manage projects and milestones within schedule and budget expectations using solid time management skills. 
* Provide QA/QC oversight of field data to support report writing, land use planning, NEPA documentation, FERC filing documents, and permitting.
* Drive compliance of safety policies and reporting requirements to ensure overall team safety, especially for the field components supporting environmental planning projects.
* Take initiative, resolve problems, and create improved procedures to ensure tasks are completed in the most effective manner. 
* Develop recommendations for mitigation measures, monitoring (including environmental inspection/compliance), and permitting specific to environmental resources. Supervise, mentor and instruct technical staff, subcontractors and field personnel. 
* Maintain a collaborative work environment and positive morale between SWCA staff, subcontractors, and clients. 
* Manage client relationships and conduct business development with new and existing clients.
* Assist SWCA with its business development goals and objectives, and help insure the financial success of project activities.

Qualifications:

Minimum Qualifications:

* Minimum of a Bachelor Degree in Biology, Planning, Ecology, Natural Resource Management, or other related field required. 
* Minimum of five (5) years of relevant experience and expertise for a Project Manager; Seven (7) years for a Project Manager Level.
* Minimum of three (3) years of project management experience in a consulting environment, including proposal writing, scheduling, budget management, change management, leading meetings with clients and agencies, directing project teams or tasks, and preparing or directing staff in the preparation of technical studies and NEPA documents.
* Demonstrated experience in the development of environmental permit applications and documents pertaining to the authorization of interstate natural gas facilities regulated by the FERC or other agencies, including Environmental Reports, Environmental Assessments/Environmental Impact Statements, and other relevant environmental plans and documents. 
* Working knowledge of federal and state environmental regulations (i.e., NEPA, NHPA, CWA, and ESA) governing cultural and natural resource management. 
* Experience with agencies such as: FERC, DOE, USACE, and/or similar state agencies, primarily in Texas, Louisiana, and the Gulf Coast. 
* Applicants must have valid driver's license and be able to meet SWCA's driver requirements.

 Preferred or Helpful Qualifications:

* First-hand experience in developing environmental permit applications and documents pertaining to the authorization of FERC-regulated facilities, including projects that utilize FERC's Pre-filing Process.
* Established credibility with reviewing agencies and clients. 
* Effectively engaged in resource agency consultations, received stakeholder/agency input and provide informed responses. 
* Demonstrated experience with construction compliance or environmental inspection. 

Critical Skills and Attributes:

* Excellent communication skills, both verbal and technical writing, in a variety of professional settings.
