Overview:
This position is physically located in Balad, Iraq
Under the supervision of the PWD Director, the Project Manager will serve as the single point of contact for a large facility U.S. Government Operations and Maintenance support services for light construction projects located in Iraq. The duties and responsibilities listed are representative of the nature and level of work assigned and are not necessarily all inclusive.
Responsibilities:
This position description is subject to change at any time as needed to meet the requirements of the program or company.
* Ensures that quality standards are applied to all levels of the work and measured for effectiveness.
* Monitors contractual performance and costs, and takes action to correct discrepant conditions
* Monitors the performance of department, branch, and section personnel and the submissions of required reports and Contract Data Requirements List (CDRL).
* Plan and implement projects
* Help define project scope, goals and deliverables
* Define tasks and required resources
* Manage project team
* Manage budget
* Allocate project resources
* Create schedule and project timeline
* Track deliverables
* Support and direct team
* Monitor and report on project progress
* Present to stakeholders reports on progress as well as problems and solutions
* Implement and manage change when necessary to meet project outputs
* Evaluate and assess result of project
* Monitors contractual performance and costs and takes action to correct discrepant conditions
* Performs other duties and assignments as required
Qualifications:
* Minimum Education:
* Six Sigma Green Belt Certification desired
* PMP certification desired.
* Must be a U.S. Citizen
* Preferred Qualifications/Certifications:
* Bachelor's degree in Engineering, Construction Management or related field preferred
* Project Management Professional (PMP) is highly desirable.
* Experience:
* Minimum of Ten years Project Management or Construction Management experience.
* Minimum of Seven (7) or more years' experience supervising employees.
* Six (5) years of Project Management experience with 2 years in a managerial capacity of a similar project, department or branch related to these functions.
* Skills:
* Must be able to demonstrate good oral, written and listening skills.
* Five to eight years as a manager in a multi-discipline environment comparable to that offered under this contract.
* Preferred background in military installation base support/infrastructure management
* Able to manage a large team of highly complex technical multi-occupations performing operations & maintenance, construction and repair of systems, equipment, devices, components at a federal government installation in a foreign country. Fluency in reading and interpreting plans, technical data, schematics, and diagrams.
* Knowledge of business and management principles involved in strategic planning, resource allocation, leadership technique, production methods, and coordination of people and resources.
* Knowledge of principles and processes for providing customer services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
* Knowledgeable of how to use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.
* Must be able to read, write and speak the English language with proficiency.
* Requires a collaborative work style, fostering cooperation, and teamwork.
* Must exercise discretion and good sound judgment.
* Must have high level of proficiency in the use of MS Office and/or other related applications.
* Assists with the Management of assigned personnel as required.
* Working Conditions:
* The worker is subject to extreme heat. Temperatures above 100 degrees for periods of more than one hour. Consideration should be given to the effect of other environmental conditions, such as wind and humidity.
* The worker is subject to extreme cold. Temperatures typically below 32 degrees for periods of more than one hour. Consideration should be given to the effect of other environmental conditions, such as wind and humidity.
* The worker is subject to environmental conditions. Protection from weather conditions but not necessarily from temperature changes.
* Physical Requirements:
* Light work. Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated for light work.
