The Project Manager serves as the senior on-site leader responsible for the day-to-day execution of Base Operations Support (BOS) functions at Soto Cano Air Base. Reporting to the Senior Task Order Manager, the Project Manager provides full-spectrum leadership, oversight, and integration of all program activities.

This role is accountable for operational performance, cost control, schedule adherence, and overall mission success. The Project Manager ensures all BOS services are delivered in compliance with contract requirements, aligns execution with customer objectives, and drives continuous improvement across all functional areas.

This position is contingent upon contract award. 

Responsibilities:

Major Job Activities: 

* Direct and manage all BOS functional areas including operations, maintenance, logistics, DFAC, transportation, safety, quality, HR, finance, and contracts 
* Lead day-to-day execution of all task order requirements in accordance with the Statement of Work (SOW) 
* Serve as the single point of accountability for program performance, integration, and delivery 
* Serve as the primary liaison with Government leadership, Contracting Officers, CORs, and stakeholders 
* Interface with senior customer representatives to resolve issues, align priorities, and ensure mission success 
* Support contract modifications, negotiations, and compliance with all contractual requirements
* Manage program budget, cost control, and profit/loss performance 
* Track expenditures, monitor financial performance, and implement corrective actions as required 
* Oversee procurement, subcontractor performance, and resource allocation 
* Provide guidance to functional managers and technical leads across all BOS service areas 
* Ensure compliance with Government systems, reporting requirements, and operational standards 
* Oversee maintenance, supply chain, transportation, and infrastructure operations 
* Implement and enforce Quality Management Program (QMP) and Safety Programs (ESH/OSHA/AFOSH) 
* Ensure adherence to all U.S. Government regulations, host nation laws, and company policies 
* Monitor performance metrics and ensure all CDRLs and reporting requirements are met 
* Lead, mentor, and manage a large multi-national workforce (LN, USN, OCN) 
* Oversee performance evaluations, workforce planning, and talent development 
* Foster a collaborative, high-performance team environment 
* Develop and implement SOPs and management control procedures 
* Track and report key performance indicators (KPIs) aligned to contract objectives 
* Lead problem resolution efforts and implement corrective action plans 

Working Environment: 

* Exposure to extreme environmental conditions including heat, humidity, and variable weather 
* Work performed in both office and field environments 

Physical Activities: 

* Light work: occasional lifting up to 20 pounds 
* Ability to perform duties in operational and industrial environments 

Qualifications:

Minimum Qualifications: 

* Must be a U.S. Citizen 
* Must be eligible for and able to obtain a Common Access Card (CAC) 
* Must be able to work in an OCONUS environment under austere and variable conditions 

Education / Certifications: 

* Bachelor's degree in Engineering, Construction Management, Business Administration, or related field 
* Project Management Professional (PMP) 
* Six Sigma Green Belt 

Experience / Skills:

* Minimum 10 years of project or construction management experience 
* Minimum 7 years of supervisory/leadership experience 
* Minimum 5 years managing base operations support or similar large-scale government contracts 
* Experience managing multi-functional BOS operations in a contingency or OCONUS environment 
* Strong leadership and team-building capabilities 
* Proven ability to manage large, complex, multi-discipline programs 
* Knowledge of BOS operations including facilities, logistics, transportation, and infrastructure 
* Strong financial management and cost control experience 
* Excellent communication, organizational, and decision-making skills 
* Ability to interpret technical data, plans, and operational requirements
