Overview:
The Project Controls Manager has responsibility for the overall financial reporting and forecasting, change management, scheduling, document control and project administration.

* Project Cost Management - Project Controls: Monitors, tracks, and forecasts self-perform and general requirement project costs and quantities, including labor, equipment, materials and cash flow to ensure projects are successful and profitable.
* Tools & Technology - Project Controls: Identifies and uses the appropriate technology and systems for project controls (e.g. JD Edwards, DAS, OnBase, Heavy Job, Procore, Microsoft, etc.)

* Building and Construction Knowledge: Applies building and construction knowledge, including history, customers, competitive environment, and materials and methods to build quality projects safely.
* Owner Contract Management: Reviews client contracts; negotiates payment cycle and change order terms; tracks and collects payments from clients.
* Subcontractor / Vendor Contract Management: Administers and tracks subcontractor contracts and payments; collects paperwork from subcontractor; negotiates payment terms with subcontractors.
* Owner Change Management: Considers the requirements of owner contracts and agreements when identifying necessary changes to ensure the quality and safety of the project. Tracks, corresponds, provides input into pricing, negotiates and reports these change events.
* Subcontractor / Vendor Change Management: Considers the requirements of subcontractor / vendor contracts and agreements when identifying necessary changes to ensure the quality and safety of the project. Tracks, corresponds, provides input into pricing, negotiates and reports these change events.
* Risk and Opportunity Management - Project Controls: Identifies, evaluates and reports potential risks and opportunities related to operations, contracts, or project execution.
* Project Controls Standards: Develops and implements project controls standards and procedures in accordance with internal governance and external requirements.
* Client Delight: Builds relationships with individuals within client organizations to coordinate work and make decisions at the appropriate level for the short-term project and long-term partnership.
* Conflict / Dispute Resolution: Handles conflicts and de-escalates disputes between parties. Negotiates resolutions that are agreeable to both parties.
Has a basic understanding of:
* Owner Contract Management: Reviews client contracts; negotiates payment cycle and change order terms; tracks and collects payments from clients.
* Safety Enforcement: Ensures all activities strictly adhere to safety policies and protocols. Stops work for any safety violation or suspected safety violation.
* Regulatory Agency / Government Requirements - Project Controls: Keeps current on changes made by regulatory agencies to provide guidance and communicate changes to affected groups. Ensures practices comply with governmental requirements including contract laws, FAR, GAAP rules.
* Financial Reports: Provides project financial information to internal finance department to support long term forecasting, accruals, cash flow and internal/external audits.
Travel Requirements: Less than 10%
Work Environment/Conditions: This job is performed both in the office and in the field on an active construction site. Field work requires experience and confidence working in and around heavy industrial equipment and systems, which includes average to loud noises, ability to traverse uneven grounds, and possible outdoor weather conditions. Vision requires the capacity for close and far vision, the ability to adjust focus, depth perception and peripheral vision. Activities and responsibilities require frequent sitting (often working on a computer), frequent driving, flying, walking, standing, light lifting, bending, and reaching. Due to computer usage, there may be repetitive motions of the hands and wrists.

Education and Experience:
* Bachelor's Degree - Construction, Business, Engineering, or equivalent experience and minimum 5 years prior relevant experience.
* Understands basic management approaches such as work scheduling, prioritizing, coaching and process execution.
* Typically requires advanced knowledge of job area typically obtained through advanced education combined with experience.
