Odyssey is seeking a mission-aligned Program Manager to drive execution, integration, and strategic alignment across the Technical Center. This role is essential to ensuring our enterprise-wide technical initiatives are prioritized, resourced, and executed in line with stakeholder needs and organizational goals.
The Program Manager will work closely with Technical Domain Leaders, Project Managers, and Domain Delivery Teams to guide the rhythm of execution, ensuring progress against key milestones, KPIs, and delivery objectives. This position requires a dual capability: strategic orchestration of complex, matrixed technical efforts, and hands-on content creation, producing high-quality technical documentation, artifacts, and coordination tools.
The Program Manager will report to the Associate Director (or another designated Odyssey leader) and serve as the connective tissue between technical talent, delivery operations, growth strategies, and internal priorities.

Key Responsibilities
* Lead cross-technical domain coordination and initiative tracking across all stakeholders, ensuring clarity, prioritization, and alignment in support of enterprise-wide technical excellence.
* Support the Domain Delivery Team Organization, ensuring cohesive planning, resource alignment, and delivery performance across Odyssey's defense and civilian programs.
* Execute process improvement and workflow optimization initiatives across technical and operational teams, leveraging automation and data-centered decision frameworks to enhance efficiency, scalability, and performance. Drive continuous improvement by identifying bottlenecks, standardizing best practices, and integrating actionable insights into enterprise technical operations.
* Plan, lead, and manage technical initiatives through the full project and program lifecycle.
* Develop and maintain program dashboards, reporting structures, and visual tools to monitor progress, milestones, and technical performance.
* Produce high-quality technical content and artifacts, including roadmaps, templates, technical standards, process documentation, decision frameworks, and capability-focused materials (e.g., gap analyses, proposals, and solution briefs).
* Apply a full-spectrum risk management framework, identifying, analyzing, mitigating, and closing risks proactively-while communicating risk posture and options to leadership.
* Align programmatic execution with Odyssey's strategic goals, including growth initiatives, talent development, and client mission success.
* Demonstrate in-depth understanding of Defense-related technical domains and their application to mission-critical environments.
* Coordinate and facilitate key meetings, working groups, and collaborative sessions across technical, operational, and business teams to ensure alignment and drive decision-making.
* Leverage advanced program and project management skills, paired with exceptional communication, team-building, and stakeholder engagement abilities, to build trust, inspire performance, and drive enterprise impact.

Citizenship: Must be a US citizen
Clearance: Secret with ability to obtain Top Secret
Key Qualifications:
* Bachelor's degree in business, engineering, computer science, software engineering, or a related field; equivalent experience will be considered.
* Minimum 5 years of experience in program management, preferably within a gov/con or government focused on engineering, logistics, software engineering, mission based program/acquisition management.
* Cultivate strong relationships across technical, operational, and leadership teams through clear communication, active listening, and trust-building. Demonstrate exceptional soft skills to navigate complex stakeholder dynamics, facilitate cross-functional collaboration, and foster a culture of transparency, accountability, and shared purpose.
* Demonstrated success leading and coordinating matrixed technical teams to deliver complex programs and projects that drive technical execution, enable business and talent growth, and support end-to-end product and capability management across the enterprise.
* Strong technical writing skills with a proven ability to produce high-quality content, artifacts, and operational documentation.
* Exceptional organizational and stakeholder management skills, with the ability to influence without direct authority.
* Familiarity with technical domains such as defense mission engineering, systems engineering, logistics, software development, cybersecurity, or data engineering/science, and many more.
* Proficient in tools such as Microsoft Project, Confluence, SharePoint, Jira, Smartsheet, or similar platforms.
* Ability to operate at both macro and micro levels, understanding strategic context while managing tactical execution.
Preferred Qualifications
* Master's degree in a technical or management field.
* PMP, SAFe Agilist, or similar project/program management certification.
* Prior experience supporting Technical Centers of Excellence, PMOs, or capability integration functions.
* Familiarity with systems-based or software-based scripting and the ability to apply it to automation, integration, or workflow efficiency. Strong understanding of data flows, platform architecture, and how systems interoperate to support enterprise performance and technical delivery.
* Experience applying emerging technologies, including large language models (LLMs), agentic systems, or other AI-driven solutions, to enhance technical delivery, automate workflows, and support mission-focused innovation.
* Exposure to federal acquisition, growth enablement, or proposal support. Experience with GSA and DOD Contracts and Task Orders, from MAS, GWACs, MACs, Agency ID/IQs, OTAs, SBIRs, etc.
