Job Summary:

Acting in the role of Owner's Agent, the Program Director is responsible for supervising project management and construction management teams in all project phases, including studies, programming and planning, preconstruction services, design, procurements, construction, and closeout. The Program Director is the team leader, and the individual responsible from initiation through completion of construction. The Program Director is responsible for staff mentoring, project management processes and methods, stakeholder communications, coordination and conflict resolution to ensure project goals are consistently met.

The position requires business management acumen and must demonstrate strong leadership, presentation, organizational and team building skills, as well as a working knowledge of project controls, quality assurance, risk management, budget management, time management, and strong client service skills. The Program Director must be a strategic communicator, an adaptable team-player, with strong presentation, time management, and problem-solving skills, plus a solid understanding of the tasks and skills provided by the team members they supervise.  

Duties and Responsibilities:

* Represents the Owner as their client.
* Has strong public speaking and presentation skills.
* Prepares monthly reports as required, for approval by the Regional Executive.
* Ability to manage several projects varying in size and complexity concurrently. 
* Establishes the document control system, including the setup of initial contracts, processes, and project management methods.
* Reads, understands, and comments on construction plans, drawings, and technical specifications.
* Leads and develops people and maintains the respect and confidence of the project team.
* Responsible for maintaining relationships with internal and external clients and stakeholders, including representatives of the Owner, architect/engineer, contractors, authorities having jurisdiction over projects, utility companies, and the local community.
* Provides day-to-day project oversight and facilitates communication with the client and project team collaboratively and in concert with clients' goals, project objectives, constraints, dependencies and with a clear understanding of order and priorities. 
* Ability to resolve disputes with a contractor as well as have the experience required to know when to elevate an issue to a supervisor.
* Leads in the preparation and presentation of high-quality and timely monthly owner project status reports, and daily site reports as required.
* Leads meetings with project team members and ensures accurate and timely distribution of meeting minutes.
* Assists in the preparation of procurement documents, RFQ, RFP, and bid packages, including drafting Division 0 and Division 1 specifications. 
* Assists in with market outreach to generate participation by the local contracting community. 
* Assists in the preparations of owner procured services and FF&E.
* Leads the administration of all required contracts and invoices on behalf of the client, enforces terms and conditions of contracts and purchase orders in alignment with the provisions in contracts. 
* Leads the management of project cost control by monitoring costs, schedule management, change management, and invoicing.
* Leads the review and recommend approval of contractor payment applications in coordination with the project team including reviewing certified payrolls for proper wage rates and manpower.
* Ability to create and validate financial forecasts of costs for upcoming activities and projects.
* Ability to manage the design process and relationships between design and construction to ensure the designer delivers quality, budget-conscious, and complete documents on schedule.
* Ability to provide onsite construction observation, communication, and coordination.  
* Ensures the coordination of inspections and on-site testing.
* Leads the management and tracking project management activities such as site logistics plan, owner provided material and equipment deliveries, commissioning, permit process, DVBE /SBE participation, site testing, and inspection efforts. and closeout activities.
* In conjunction with senior management, prepares and participates on Project Pursuits, develops and oversees the implementation of strategies and action plans to target and pursue additional business with existing clients and new business opportunities.
* Demonstrate commitment to an Injury-Free Environment through own actions; mentoring others and enforcing IFE program on projects.

Education and Experience: 

Required Qualifications: 

* 10+ Years experience in a Project Management role managing commercial and public sector projects of buildings ranging in costs of $20 Million to $200 Million. Managing projects from initiation through completion of construction, and responsible for leading meetings with owner, architects and as well as providing leadership role in client relations, directing and mentoring on-site staff.
* 5+ years working with a preconstruction team to plan projects for success (e.g., procurement, logistics planning, scope reviews, budgeting, value engineering and costing).
* 3+ years experience managing the design process and relationships between design and construction to ensure the designer delivers quality, budget-conscious, and complete documents on schedule.
* 10+ years of experience reading and understanding construction plans, drawings and technical specifications, and the implementation of project delivery strategies in a Project Work Plan.
* Demonstrated ability to target and pursue additional business with existing clients, and develop new business opportunities.
* Bachelor's Degree - Construction Management, Architecture, Engineering, or equivalent and 10 years of industry experience, /or equivalent industry experience of 20 years.
* Bachelor's Degree - Construction Management, Architecture, Engineering, or equivalent or 8 years equivalent experience plus minimum 12 years prior relevant experience.

Preferred Qualifications:

* Active professional licesnse as an Architect or Engineer.
* Active professional construction industry certifications (CCM, DBIA, LEED, etc.)
* Experience managing capital improvement programs with a project greater than $50 million.
* Management of projects in key markets and buildings types: civic, justice, healthcare, higher education and K-12.
* Significant experience embeded on a client project site as the team leader for public and/or commercial construction projects.
* Experience in demolition, site work, utilities, foundations, building structure, mechanical, electrical, plumbing, fire and lifesafety, and informational technology building sys
