Overview:
Odyssey is recruiting for a Program Control SME to join the team. The technical expert filling this position will be a trusted adviser and consultant to the government that supports government-led on-going and future sustainment, modification, and capability upgrade efforts across the NCMC-ITW/AA and Legacy Space C2 systems.
The NCMC-ITW/AA Branch sustains unique ITW/AA Cheyenne Mountain systems, networks, and associated components through an enterprise-wide set of integrated mission capabilities, support services, and data products that provide military authorities with an accurate, timely, unambiguous and continuous warning and attack assessment of air, missile and space threats. The Legacy Space C2 Branch sustains unique space command & control systems, networks, and associated components through an enterprise-wide set of integrated mission capabilities, support services, and data products that provide space situational awareness, object tracking, and deconfliction.
This is a full-time position at Peterson SFB in Colorado Springs, CO with hybrid flexibility - subject to change per the government's discretion.
Responsibilities:
Duties include, but not limited to:
* Provide quality acquisition and program documentation (briefings, documents, and plans, to include RFPs, proposal evaluations, and support to Procurement Contracting Officer).
* Support and develop acquisition reports, including statutory and regulatory reports.
* Support, coordinate and develop program management reviews, senior level meeting/reviews.
* Support and develop various briefings/schedules of program status and acquisition tasks to senior management.
* Provide administrative support functions related to the above duties, to include staff support for the managers and members of the organizational staff. This includes, but not limited to, researching and compiling information pertaining to certain projects/topics, preparing factual, clear, concise, complete, and appropriately coordinated written communications.
* Monitor progress toward accomplishment of various tasking and initiatives.
* Draft documents for the approval and signature of leadership.
* Disseminates program policy and specific initiative guidance to members of the organization.
* Coordinates, document, monitor, and support a variety of meetings and conferences to include, but not limited to, scheduling and set up of physical and virtual meetings.
* Prepares background information and invite required meeting participants ensuring documentation of the meetings are filed IAW organizational policy.
Qualifications:
Minimum Required Qualifications:
Citizenship: Must be a US Citizen
Clearance: Must have an active Secret clearance
Education: Bachelor's Degree
Years of Experience: 12 or more years of experience in the respective technical/professional discipline; to include 5 years of DoD acquisition or financial experience; OR,
* Master's Degree in a related field with 10 or more years of experience in the respective technical/professional discipline; to include 5 years of DoD experience.
Preferred Qualifications:
Education: Bachelor's degree in related field, including Finance, Accounting, Business, Business Administration, Financial Planning.
* Experience with Department of the Air Force contract management.
* Experience with Space System Command or Space Operations Command
* Comprehensive understanding of DoD 5000 series acquisition regulations and guidelines.
* Comprehensive understanding of Contract Change Management processes, including supporting technical evaluation of contractors' proposal, developing negotiation strategies with PCO, and ensuring timely contract execution for fiscal obligations.
* Comprehensive understanding of new acquisition formulation ensuring fiscal management principles are incorporated.
* Collaborates with Government financial manager to establish annual program budgets, contract funding to include outside program (customer) funds.
* Proficiency with Earned Value Analysis to measure project performance and forecast completion based on budgeted, actual and earned values.
* Experience in DoD program control or a related field.
* Experience with cost estimating and analysis.
* Experience with budget development and execution.
* Provides rough order of magnitude cost estimates of minor actions to rapidly respond to short notice requests.
* Working with management to ensure compliance with fiscal regulations regarding contract financing to include incremental funding, annual funding, and invoicing.
* Managing fiscal contract closeout activities of cancelling funds.
* Understanding of FAR clauses Limitation of Cost and Limitation of Funds in the execution and management of contracts.

Remote/Onsite/Hybrid: Hybrid with Telework capabilities for local candidates (percentage of telework allowed will vary based on the customer's discretion)
Travel: Travel may be required to CONUS and OCUNS locations (less than 10%)
