Global Communities is seeking a Procurement Specialist for an anticipated project. This two-year program will contribute to the food and nutritional security of vulnerable communities in the Moskitia and the Atlantic Coast of Honduras through environmentally sustainable, resilient, and culturally relevant solutions. The Procurement Specialist will coordinate and conduct the procurement processes derived from the business plans of the participating groups, ensure that the procurement processes comply with the applicable rules and procedures, and establish and maintain adequate communication and coordination with the funder officials responsible for the procurement area and the community representations of the intervention area, particularly the Territorial Councils. Responsibilities: * Lead the development of the project's General Procurement Plan. * Ensure compliance with the Global Communities' Code of Conduct in procurement processes. * Ensure that procurement processes are carried out following the principles of transparency, broad competition, and ethics according to the guidelines of the procurement manual. * Implement inter-institutional communication and coordination mechanisms with the different local and international stakeholders and partners to ensure an efficient process throughout the supply chain. * Coordinate follow-up and monitoring mechanisms for the final distribution of goods, equipment and products. * Verify that the information obtained from the entities regarding inventories and use of goods and products is reliable and timely. * Verify that the specifications of purchase requisitions correspond to the project's procurement plan and are consistent with program needs. * Coordinate technical assistance needed by implementing organizations related to supply chain management. * Support Global Communities' country office, located in Tegucigalpa, in procurement-related matters as required. Follow up on procurement contracts already negotiated and ensure smoothness in the procurement process. * Design and implement the tools that guarantee a transparent procurement process. * Document updates to procurement mechanisms as they become formalized. * Promote a good working environment, as well as occupational health and safety, ensuring the welfare of the staff in charge, resolving emerging situations that may arise. * Motivate and encourage the participation of personnel, taking into account their proposals. * Carry out the annual performance evaluation of the personnel under his/her charge, respecting the deadlines stipulated for this purpose. * Directly supervise procurement personnel Qualifications: Key requirements * A university degree in the areas of accounting, business administration, finance, economics, international trade, or other discipline related to the functions and responsibilities of the position; with a master's degree in any subject area related to projects, finance, economics, procurement or business administration. * At least five (5) years of work experience facilitating, supporting, conducting or coordinating procurement or contracting processes. * Proven experience in executing procurement processes including preparation of procurement documents, facilitating evaluation processes and preparation of bid/quote evaluation reports. * Verifiable experience in the application of World Bank procurement regulations. * Verifiable experience in the application of public sector procurement regulations. * Proven experience in contract administration and follow-up. * Verifiable experience in the area of procurement with agricultural or rural development projects. * Good verbal and written communication skills. * Leadership and ability to coordinate with technical teams from different disciplines. * Computer skills, mainly Windows and Microsoft Office. * 100% proficiency in Spanish (spoken, reading and writing). Knowledge of the Miskito, Tawaka, Pech and/or Garífuna language will be an advantage, but is not required. Additional competencies * Ability to work under pressure. * Strong analytical skills. * Excellent interpersonal relations and ability to work in a team. * Extensive knowledge of the country's tax laws. * Experience in handling imports, customs agents, logistics and inventories. * Advanced knowledge of Microsoft Office software. * Good negotiation and problem-solving skills. * A passion for the mission and values of Global Communities.
