Responsibilities:
* Converts facility work orders into projects by determining initial scope of work and development of proposal estimates. The position requires knowledge of, and close collaboration with the Trades personnel to create Bill of Material (BOM) and Rough Order of Magnitude (ROM) packets required for submission in a timely manner. Tracking and processing all approved work and reporting statuses. Responsible for independently applying advanced pricing techniques, requiring extensive pricing, financial and estimating experience. This includes obtaining pricing for materials, amount of labor hours required, and equipment lease costs as required. This position will be responsible for formulating project pricing solutions and models for US Government Requests for Proposals starting with the receipt of draft RFPs through final bid submission. This typically requires experience interpreting the RFP pricing requirements, refining pricing models to align with specific RFP, and developing the bid for submission.
* Provides planning and preliminary estimating of work orders in support of maintenance and repair of all facilities and infrastructure.
* Discuss and formulate initial scopes of work, estimates, and resolve arising issues.
* Writes project scopes of work, creates and maintains required documentation for project approval and funding according to Navy standards.
* Ability to read and interpret Navy manuals and instructions.
* Researches and prepares cost estimates, specifications and standards, and procurement packages for new or modified facilities.
* Assists in developing plans for improvements to facilities.
* Interfaces and coordinates with Government counterparts and V2X operating personnel on facilities requirements, design, and development considerations.
* Prepares and monitors installation design plans and work order improvements to facilities.
* Prepares Technical Directive Work Request projects for independent Government estimates.
* Coordinates with engineers and other planners/estimators to assist and develop multi-discipline design projects.
* Works closely with the Level of Effort (LOL) team when creating and updating project packets.
* Performs on call duties after normal duty hours and on weekends and holidays.
* Performs other duties as assigned.
Qualifications:
* Must be proficient in cost estimating and scheduling for facility and infrastructure trades; mechanical trade (i.e. HVAC installations and modifications; interior and exterior plumbing work, etc.), and electrical trade (i.e. proficiency in low voltage, interior work but familiarity and understanding of exterior work from panel to the facility).
* Analytical, decision-making, leadership, and communication skills.
* Strong attention to detail.
* Maintain a detail Project Tracker and hold weekly project update meetings
