Overview:
**This position will be physically located in Philippines in support of LOGCAP**
The Operations & Maintenance (O&M) Manager, under the direction of the Facilities Maintenance Manager, oversees maintenance operations and quality management for all O&M activities. This role requires independent judgment in developing methods and evaluation criteria for program results. The O&M Manager holds full authority for the O&M program, ensuring performance objectives and standards are met across a large industrial site of 1.5 million sq. ft.
The O&M Manager supervises a team of subcontractors responsible for custodial, road, ground, and horizontal services across 58 buildings and various facilities including office buildings, warehouses, refrigeration facilities, and maintenance shops. The manager also oversees a quay used for vehicle and container loading/unloading.
The ideal candidate has extensive O&M experience within facility operations, supplemented by formal education in Civil or Mechanical Engineering. Construction experience is a plus. The manager must understand local codes and regulations applicable to both fixed and temporary structures and utility infrastructure, including structural assessment. Key responsibilities include coordinating and managing skilled labor, report preparation, ensuring compliance with safety and regulatory standards, and maintaining a commitment to quality and efficiency.

* Responsible for all operations aspects of implementing the contract including cost management, schedule management, data management, and other related operations and maintenance activities.
* Ensures that the Facilities O&M department properly receives, responds to, executes, and concludes all trouble calls, facility modification requests, and any other requests for special work, including identifying the work being requested, defining the scope of the work, making any necessary repairs, and/or identifying and
receiving any required approvals to such work.
* Ensures all activities are performed in accordance with all applicable laws, regulations, standards and codes imposed by the U.S. Government and all applicable agreements with the government of host nation.
* Manage and supervise capital improvement projects.
* Responsible for managing and leading lower-level managers and employees performing facilities operations and maintenance related activities.
* Develops and executes integrated corporate and departmental policies and procedures and provides input on departmental business and technical strategies, objectives and goals.
* Acquires resources for activity, provides technical coordination of suppliers and leads process improvements.
* Develops and maintains relationships and partnerships with customers, peers, stakeholders, and partners.
* Provides oversight and approval of technical approaches, products and processes.
* Ensures both prime and subcontractors abide by program, contractual, and industrial standards/best practices, where required, which meet the requirements of the contract. Adhere to all V2X EHS and Quality Standards, comply with all relevant host country laws and regulations, including those stipulated by DOLE, and maintain the client mandates as contractually outlined.
* Determines need and provides training for personnel to implement and complete projects as directed by the Public Works Director.
* Participates in various program meeting/reviews and participates in formal briefings to both Customers and corporate management personnel.
* Generates various reports/deliverables including monthly program status reports to the appropriate management personnel as required.
* Develops and supports achievement of performance metrics for Facilities Maintenance Activities. Reviews programs with subordinates to ensure a high degree of achievement
* Ensure all construction activities are conducted IAW local laws and regulations
* Approve engineering designs and plans both internal to V2X and external with our subcontractors performing the work.
* Report to leadership on the status of each project and articulate new projects needed in to support future requirements and expansion.
* Participate in meetings with stakeholders including clients, subcontractor partners, landlords, and local municipality/regulatory authorities as necessary to ensure effective communication, collaboration, and compliance with all pertinent guidelines and regulations.

* Minimum Qualifications: Education/Certifications: Undergraduate degree in Engineering, Operations and Maintenance management or related discipline required.
* Bachelor's degree in engineering, or related technical field/discipline required.
* Filipino National
* Facility Management Professional, Operations Management (O&M) Professional or Project Management Professional desirable
* A valid HN driver's license and the ability to obtain a U. S. Government Motor Vehicle Operator's License and host nation Driver's License, is required.
* Proven experience in a similar role, preferably in a large-scale industrial or commercial environment.
* Strong knowledge of construction processes, equipment, and industry safety guidelines
* Excellent project management and leadership skills.
* Ability to communicate effectively with various teams, including construction workers, subcontractors, and senior management.
* Proficient in using construction management software and standard office software.
* Must be bilingual with exceptional English Language skills (in Reading and Writing)
* Must have Knowledge of Philippine building codes and labor safety regulations is required
* Computer proficiency in Microsoft Projects, Microsoft Office Excel, PowerPoint, Outlook, and Word.
* Working knowledge of a variety of construction techniques (HVAC, Electrical, Civil and Structural)
* Ability to effectively articulate information to management. Ability to use independent judgment in achieving assigned objectivesExperience:
* Minimum 5 years of experience in Operations and Maintenance of facility assets and utility infrastructure.
* Experience in military environment preferred.
* Skills:
* Must know or capable to gain an understanding of the operations and administration associated with the mission of the Public Works Directorate.
* Knowledge of business and management principles involved in strategic planning, resource allocation, leadership technique, production methods, and coordination of people and resources.
* Knowledge of principles and processes for providing customer and personal services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
* Knowledgeable of how to use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.
* Requires a collaborative work style, fostering cooperation and teamwork.
* Must exercise discretion and good sound judgment.
* Must have high level of proficiency in the use of MS Office and/or other related applications.
* The Facilities Operations & Maintenance Manager must have strong capabilities in team building and personnel development.
* Knowledge of customers (e.g. Department of Defense, United States Army Corps of Engineers and/or Department of State), as appropriate to the specific contract, is required.
