Job Summary:
Acting in the role of Owner's Agent, the Program Engineer provides technical, administrative, and managerial/ field support to Project Managers and Field Managers. The position typically works under direct supervision, performs routine daily activities, and gathers and distributes information. The Project Engineer must be a flexible and adaptable team-player, as well as have strong communication and client service skills.
Duties and Responsibilities:
* Reads and understands construction plans and drawings and the technical specifications associated with drawings. Has the ability to outline specifications required for submission and along with ensuring construction materials, equipment, and field installations match the approved submittals.
* Demonstrate commitment to an Injury-Free Environment through own actions and mentoring others and enforce safety program on projects.
* Maintain good relationships with internal and external clients, including representatives of Owner and Architect/Engineer and contractors
* Attend required meetings and interface with project team members and compose and distribute meeting minutes
* Create documentation and client correspondence on issues related to the notification provisions in contracts.
* Review, track, and distribute RFIs
* Assist in preparations of bid packages and owner procured Services and FF&E
* Assist in reviewing and tracking contractor quotations, change orders
* Assist in the preparation of monthly owner project status reports, and daily site reports as required
* Assist in the review and recommend approval of contractor payment applications in coordination with the Project Team
* Perform document control function, including the setup of initial contracts and project information in PMIS
* Assist in the coordination of site testing and inspection efforts
* Supports the team in the development and maintenance of project schedules, including targeted and actual activity lists, durations and sequencing logic, and communicates this information to the project team.
* Assist in the management and tracking (if applicable) of other project tasks such as FF&E, owner material deliveries, commissioning, permit process, DBE participation and closeout activities.

Education and Experience:
Required Qualifications:
* 1+ Years experience working within a project team contributing to coordination, development, and/or tracking of various project needs such as RFIs, submittals, pay applications, document control, project reporting, cost events, schedule updates and close out activities.
* 1+ Years experience reading and understanding construction plans and drawings and the technical specifications associated with drawings. Ability to outline specifications required for submission to the client along with ensuring construction materials, equipment, and field installations match the approved submittals.
* 1+ Years of experience in the construction of Commercial building projects (internship experience may be acceptable) with a general contractor/construction management firm.
* Bachelor's Degree - Construction Management, Engineering or 8 years equivalent experience plus minimum 3 years prior relevant experience.
Preferred Qualifications:
* Public / multi-prime experience
* Ability to update construction schedules based on project team input, Trade Contractor progress and materials delivery
* Ability to work within a Change management systems, including soliciting, receiving, reviewing, and preparing quotations and change orders
* Ability to track and inspect material deliveries
* Participated in conceptual project planning and budgeting
* Working knowledge of design and drawing software to including, but not limited to, Revit, AutoCAD, AutoCAD Civil 3D, NAVIA, and Bluebeam
* Working knowledge of BIM 360 and BIM 360 Plan
* Working knowledge of Procore and Primavera P6
* Strong written and verbal communication skills, including experience utilizing email, phone, and Microsoft office platforms along with strong math and project financial accounting skills
* Understanding of Lean Construction
* Strong decision making/problem solving skills
* Detail oriented with a focus on delivering high quality results
* Functions effectively as an individual or part of a team
* Excellent time management and organizational skills
* 10 or 30 OSHA certification
Competencies / Skills:
Has limited understanding of:
Building Construction Knowledge: Applies building construction knowledge, including history, customers, competitive environment, and materials and methods to build quality projects.
Plans and Specifications: Reads and interprets architectural design and construction plans to determine technical requirements.
Owner Contract Administration: Reviews, interprets, and enforces owner's prime contracts; Implements and administers procedures per contract requirements for the benefit of the project.
Safety Enforcement: Monitors all activities for safety implications and identifies safety violations and reports to owner/construction contractor.
Travel Requirements: Less than 10%
Work Environment/Conditions: This job is performed both in the office and in the field on an active construction site. Field work requires experience and confidence working in and around heavy industrial equipment and systems, which includes average to loud noises, ability to traverse uneven grounds, and possible outdoor weather conditions. Vision requires the capacity for close and far vision, the ability to adjust focus, depth perception and peripherial vision. Activities and responsibilities require frequent sitting (often working on a computer), frequent driving, flying, walking, standing, light lifting, bending, and reaching. Due to computer usage, there may be repetitive motions of the hands and wrists.
