Responsibilities: The Project Manager will be responsible for leading and managing a variety of strategic sourcing projects, including outsourcing, resourcing, and New Product Introduction (NPI) initiatives across different product lines. This role involves end-to-end project management, from initial planning and costing through execution, supply chain setup, facility readiness, documentation, training, equipment qualification, and ultimately, achieving manufacturing release within the defined timelines. The Project Manager will also be crucial in commercial negotiations with Contract Manufacturers (CMs), developing cost models, and establishing efficient sourcing processes. Roles & Responsibilities:- * Plan, manage, and coordinate sourcing projects, including outsourcing, resourcing, and NPI initiatives across various product lines. * Lead end-to-end transfer activities, covering costing, project planning, preparation, and execution of supply chain planning, facility and line setup, documentation, training, equipment readiness, and qualification, to achieve timely product manufacturing release. * Prepare and review Contract Manufacturer (CM) Request for Quotation (RFQ) packages. * Negotiate CM quotes and conduct cost analysis to meet sourcing cost-saving and gross margin targets. * Develop CM cost models for new Keysight business opportunities. * Develop and refine core sourcing processes between Keysight and CM, including sourcing process flow, quotation, and operational procedures. * Establish the overall Sourcing roadmap and strategy. * Conduct CM benchmarking, exploration, and assessment to identify potential partners. * Manage CM gaps and escalations within sourcing projects, providing leadership to facilitate communication and collaboration between CM and Keysight during transfer setup and execution. * Establish a sourcing roadmap and project CM potential business spend to align with Keysight's product and manufacturing strategies. * Oversee the setup of new CM capabilities to meet Keysight product requirements. Qualifications: * Bachelor's or Master's degree in Supply Chain Management, Business Administration, Engineering, or a related field. Equivalent professional experience may also be considered. * Minimum of 7 years of progressive experience in sourcing, procurement, and/or project management, with a proven track record of increasing responsibilities and leadership. * Demonstrated ability to manage and execute cross-functional projects, including supplier onboarding, cost management, and end-to-end sourcing strategies. * Strong time management skills with the ability to prioritize and handle multiple projects and escalations in a fast-paced, high-pressure environment. * Excellent analytical and problem-solving skills, with a strategic mindset and a data-driven approach to decision-making. * Exceptional negotiation and communication skills, with the ability to influence both internal stakeholders and external suppliers to achieve optimal outcomes. * Broad functional knowledge and hands-on experience in supply chain and project execution, with a demonstrated ability to define project scopes, lead execution, and deliver measurable results.
