The position is responsible for the comprehensive administration of MSA's U.S. Export Compliance Program, functions as the international trade law compliance subject matter expert for MSA, supports the coordination of the company's import compliance programs and its non-U.S. export compliance programs.  The position is the Law Department's team leader for all import/export compliance matters. 

The position develops, coordinates, and implements regulatory strategies for new and existing products that are subject to government regulations.

Responsibilities:

Manage Import/Export Trade Compliance Programs

* Design, deploy, manage and continually enhance compliance programs, policies, processes and controls related to U.S. trade compliance.
* Design and implement training in support of the trade compliance program.
* Provide global support and coordination for compliance staff embedded within the Global Transportation and Logistics teams across the world
* Continually assess regulations and apply them to our business, including an ongoing assessment of risk. 
* Develop and manage processes for the licensing of goods for export from the U.S., as well as to comply with sanctions, embargo and denied party rules.
* Oversee, support and periodically assess Company processes for county of origin and regulatory classification codes  including harmonized tariff codes and export control classification numbers
* Direct and coordinate all Company interactions with U.S. regulatory agencies, including U.S. Customs and Border Protection, U.S. State and Commerce Departments, and other similar agencies
* Respond to and manage audits, investigations and inquiries from trade compliance authorities throughout the world.
* Serve as "Legally Responsible Person" under U.S. trade compliance regulations for, among other things, export license applications and customs protests.

Provide Ongoing Direction and Advice on International Trade Compliance

* Serve as the Company's lead subject matter expert for U.S. international trade regulation, including the rules established by U.S. Departments of Defense, State, and Commerce. 
* Provide direction and advice on international trade regulations that govern the Company's goods, services and technologies, including: tariff classification; country of origin determination; ITAR and EAR regulatory control; export license compliance; U.S. sanction and embargo control; preferential trade program participation; and documentation control.
* Manage external legal counsel globally, for international trade compliance matters
* Monitor and communicate regulatory amendments and the impact of changing regulations to internal stakeholders
* Maintain ongoing relationships with compliance / regulatory agencies

Provide Leadership and Guidance to Trade Compliance Personnel Embedded Across the Company's Global Operations Teams

* Offers strategic direction to trade compliance personnel situated at MSA locations outside of the United States. This includes recommending new processes, process changes, and process improvements.
* Support non-U.S. operations to aid in ensuring their compliance with applicable international trade regulations.
* Offer day-to-day guidance and support, and aid in the continuing professional development of trade compliance personnel and customer service export personnel.
* Maintain ongoing relationships with international business and operations leaders
* Support and Guide the Company's response to audits, investigations and inquiries from global compliance authorities.
* Maintain awareness of existing trade compliance processes, gaps, etc., at the Company's non-US operations to determine whether appropriate legal compliance mechanisms are being deployed.

Qualifications:

Education & Experience Required:

Bachelors degree in business, management, or similar field

* Level I: 3-5 years of international trade compliance program management
* Level II: 5-7 years of international trade regulatory compliance experience

Education & Experience Preferred:

Juris Doctorate, Paralegal Certificate or other formal regulatory training

* 5-7 years working in a corporate environment
* 3-5 years of experience working with automated international trade compliance program web-based/cloud-based applications
* Legal research and writing experience
* Ability to work independently and proactively with minimal guidance and daily supervision
* Ability to facilitate cross-functional collaboration
