Job Summary:

The Lead Estimator, along with the Senior Estimator develops accurate, timely and detailed cost estimates on large, complex heavy civil and mechanical construction projects for bid-build, design-build, and Engineer, Procure and Construct projects. The Lead Estimator will be responsible for accurate quantity surveys, preparation of subcontractor and vendor work scopes and quote analysis, and estimating the cost of self-perform work. The Lead Estimator will be a self-starter and work efficiently.

The Lead Estimator must be able to meet critical deadlines and have the ability to work as part of a team. The Lead Estimator may be named as Pursuit Sponsor of a particular project, should the value require it.

Duties and Responsibilities:  

* Demonstrate commitment to an Injury-Free Environment and Skanska Safety and Health

* Management Program, including the ability to independently stop work for a safety violation or suspected safely violation
* Develop, as part of a team, full-scope cost estimates based on proposal documentation on a variety of bid build, design build and EPC projects for various public and private clients
* Interpret and analyze project drawings and specifications, proposals and other documentation
* Responsible for accurate, detailed take-off of quantities from project drawings and specifications
* Develop detailed cost estimates for discrete self-perform work elements
* Setup and maintain the HCSS Heavy Bid estimate file and associated pursuit specific databases
* Manage of Joint Venture Estimate comparisons: Compile JV Instruction Book, Quantity comparison process, Cost comparisons and close out
* Assist in developing the initial project execution and logistics plans and the project schedule
* On Design/Build pursuits participate on Design Task forces and with Proposal development
* Identify, solicit and analyze subcontractor and vendor proposals
* Complete peer review of takeoffs and cost estimates prepared by estimating staff
* Assist with the maintenance of HCSS Heavy Bid estimating databases
* Assist with the procurement of major materials and subcontracts on successful pursuits
* Perform research for means and methods, materials, equipment, costs and construction techniques and services to increase competitiveness
* Assist and/or lead Task Force Meetings

Education and Experience:

Required Qualifications:

* Bachelor's Degree - Engineering or Construction Management or Similar Technical Training
* 5+ years prior relevant experience.
* Basic management approaches such as work scheduling, prioritizing, coaching and process execution. 
* Advanced knowledge of job area typically obtained through advanced education combined with experience.

Preferred Qualifications:

* Computer knowledge and efficiency, including Microsoft Office products [Word, Excel, PowerPoint] and HCSS Estimating/Engineering Software: HCSS Heavy Bid, AutoCAD, On Screen Takeoff or similar
* Demonstrate proficiency with all HeavyBid and Estimating processes employed by Skanska
* Estimating including: Equipment Buy/Sell analysis, Sub vs Self Perform analysis, Holding Accounts, Quote System, Estimate closeout procedure, JV Estimates, Risk, etc.
* Capability to manage an entire estimate of a moderate sized project under the supervision of a
* Mentor and train Estimators and Estimating Engineers
* Self-starter with the ability to work independently and within a team
* Coordinate closely with an Estimating Engineer to produce quantity takeoffs for use in preparing estimates
* Understands cost based risk analysis
* Ability to manage and direct junior estimating staff assigned to the pursuit and mentor a team
* Effective written and verbal communication skills

* Contract Awareness : Reviews the client's prime contract as well as subcontracts and vendor agreements to ensure contract requirements are satisfied.
* Plans and Specifications - Estimating: Reads and interprets construction plans and the technical specifications that enable the ability to perform estimating duties.
* Quantification - Estimating: Identifies and quantifies construction elements, materials, and temporary works for elements of a project using design documents. Organizes quantity takeoffs for ease of review and pricing.

* Benchmarking- Estimating: Evaluates and presents data from past and current project cost estimates and systems to enhance estimating accuracy.
* Bid Build Estimating: Applies knowledge of construction to prepare detailed direct cost estimates including all necessary material, equipment and labor from developed design information.
* Client Facing Skills: Presents and demonstrates the merits of our estimating work and other consultative advice we are providing to clients and other project stakeholders, building trust and confidence.
* Design Quality Control - Estimating: Works collaboratively with design team to review and challenge design. Checks design documents for completeness and constructability. Identifies, documents and reports out on missing, incomplete or erroneous design information. Offers mitigation strategies and solutions.
* Internal Resource Management: Manages staffing resources and requirements, workflows, and budgets, and tracks monthly work volume.
* Logistical Planning - Estimating: Develops, approves, and communicates construction logistics plans (e.g., access, staging, traffic handling, third party coordination, work rules), ensuring there is an appropriate transfer to the appropriate stakeholder.
* Risk and Opportunity Management - Pre-Con: Identifies potential project related risks and opportunities. Develops and implements mitigation plans and strategies such as contingency and market condition escalations to maximize opportunities and control the impact of negative situations.
* Subcontractor Outreach / Networking: Builds, maintains, and tracks relationships with subcontractors and vendors. Identifies appropriate subcontractors for specific projects, with a consideration of the project type, sector and size, as well as the subcontractor strengths and capabilities. Collaborates with regional diversity leadership to develop and implement strategies to maximize diverse and minority owned business participation.
* Subcontractor / Supplier Selection Process: Prepares scopes of work for subcontractor/supplier, develops bid packages, conducts analysis interviews and comparisons, selects and negotiates with subcontractor/supplier and prepares contract. Partners with operations to implement project procurement plans.
* Tools and Technology - Preconstruction Civil: Identifies and uses the appropriate preconstruction and visualization technology, equipment and tools for planning and estimating (e.g., quantity take-off software, estimating software, BIM models, AutoCAD, solicitation software).
