Overview:
GovCIO is currently hiring for Program Manager to support enterprise IT operations in support of the Office of Naval Intelligence Hopper Global Communications Center (GCC). This position will be located in Suitland, MD and will be an onsite position. The Hopper Global Communication Center (Hopper GCC) mission encompasses the delivery of responsive, reliable, adaptable, and robust services support for sustained global maritime and joint intelligence operations. Hopper GCC fields an array of world-class information technologies - integrated, interoperable, and secure that deliver decision superiority for policymakers and commanders throughout all dimensions of maritime and joint warfare. This is accomplished by providing, sustaining, and integrating advanced technology to supported customers. It includes operating global SCI communications for Navy ashore and Fleet units, assisting in the certification of Navy ashore and Fleet SCI systems and overseeing Cyber Security and evaluation and adoption of cutting-edge IT for transition into the Maritime Intelligence Enterprise.
Responsibilities:
Creates integrated project plans for contract deliverables and new products in development projects. Manages a project team comprised of a multidisciplinary staff. Reviews, manages and controls status of projects and budgets; manages schedules and prepares status reports. Assesses project issues and develops resolutions to meet productivity, quality, and client-satisfaction goals and objectives. Develops mechanisms for monitoring project progress and for intervention and problem solving with team members and line managers. Generally reports to a Program Manager.
* Manages the direction of a project through the design, implementation, and testing in accordance with project objectives.
* Defines requirements and plans project lifecycle deployment.
* Supervises professional and technical support personnel performing in their regular disciplines.
* Schedules tasks and coordinates with various team members to accomplish the results.
* Manages the integration of vendor tasks and tracks and reviews vendor deliverables.
* Ensures adherence to quality standards and reviews project deliverables.
* Conducts project meetings and is responsible for project tracking, analysis and reporting.
The successful candidate will coordinate with Office of Naval Intelligence Hopper Global Communications Center (GCC) Project Managers (PMs) to establish and maintain Program Management (PM) processes, applicable to all task orders issued, to ensure all work outlined within the overarching PWS, and further delineated within individual orders, and clearly and concisely meets all technical objectives within established cost and schedule baseline. The Program manager (PgM) will develop and sustain a Program Management Plan (PMP), Program Calendar, and Conference Events Schedule throughout the period of performance. Program management processes shall include appropriate metrics and tracking processes to allow clear visibility into each order and to ensure each order remains within cost and schedule. The PgM will provide continuous input to the Integrated Master Schedule (IMS) for program control, status monitoring, and reporting purposes that identifies the program milestones, major tasks, efforts, and activities necessary to successfully execute this contract. The PgM will monitor and report all contractor travel and deployed personnel throughout the period of performance. The PgM will establish, maintain, and enforce component Plans and Processes necessary to manage and carry out all IT activities through documented, repeatable processes. The successful candidate will support all aspects of the program management lifecycle including, but not limited to schedule management, risk assessment and management, communications, financials reviews, and daily/weekly/quarterly meetings and reviews. He/She will support the development of high quality deliverables and provide subcontractor management to include all subcontractor activities and data required activities to fulfil all PWS requirements. In addition, working with program management office personnel, the PgM will support all required business and financial management required by the PWS and corporate standards.
Qualifications:
Bachelor's with 8+ years (or commensurate experience)
Clearance: TS/SCI
Must possess at least one of the following certifications: PMP, CISSP, or CASPNote
Required Skills and Experience per contract requirements:
* BS or BA degree in Business Administration, Engineering Management, Engineering or Engineering Discipline desired.
* At least ten (10) years of professional experience in Defense acquisition, and four (4) of the required ten (10) years of experience must be in support of Navy Acquisition management, or an equal level of Federal and Navy Contract Management experience.
* Management and Supervision experience relating to the design, development, integration, testing and fielding of DoDIIS communication systems and networks. Experience in initiating and maintaining technical direction within broad program objectives directly related to communication systems and networks.
* Knowledgeable of DoD acquisition policies and procedures. Demonstrated knowledge of and experience with the requirements of the DoD 5000 series.
* Demonstrated ability to work with large and diverse teams and the ability to effectively provide guidance, direction, and supervision in all areas of contracted effort such as program management, systems engineering, major system acquisitions, and financial management.
* Experience managing complex programs, coordinating teams, handling risks, ensuring timely and cost-effective delivery, and maintaining stakeholder communication
