The Kodiak Area Native Association was formed in 1966 as a 501 (C)(3) non-profit corporation providing health and social services for the Alaska Natives of the Koniag region. The Kodiak Area Native Association (KANA) service area includes the City of Kodiak and six Alaska Native villages: Akhiok, Karluk, Old Harbor, Ouzinkie, Port Lions, and Larsen Bay.
Services provided by KANA include an Ambulatory Medical Care and Dental Care, Pharmacy, Contract Health, Community Health Aide Program, Substance Abuse Prevention, Intervention/Outreach, Social Services, non-clinical community Mental Health, and Youth Prevention Projects. Other services provided by the organization include Women, Infant and Children (WIC) program, Vocational Rehabilitation, Early Childhood programs, Education, Employment and Training programs, Infant Learning Program, a full service Fitness Center and Tribal Operations/Environmental Health.

POSITION SUMMARY
Develop, implement and provide social services and case management sensitive to the cultural heritage and needs of the Native peoples of the Koniag Region to promote personal self-determination, family unity, and stability.
ESSENTIAL DUTIES & RESPONSIBILITIES include the following:
Act as a liaison and advocate between the State of Alaska DHSS Office of Children, Koniag Region Tribal Councils, and other state and federal agencies as needed to assure compliance with the Indian Child Welfare Act (ICWA).
Serve as advocate on behalf of the Alaska Native community and on behalf of Alaska Native children regarding foster child placements. Support and communicate with parents to remove barriers to working a safety and/or OCS reunification plan.
Evaluate ICWA cases referred, prioritizing children and families in need of social services due to neglect, abandonment, handicap, abuse, or other conditions that may affect their wellbeing.
Provide advocacy and intervention with families at risk for child abuse/neglect in efforts to prevent the removal of children from parents, families, and community.
Act as a liaison and communicate with KANA providers, Tribal Councils, OCS and other state and federal agencies as needed; will include appearance at court hearings in person and telephonically to ensure proper outcomes for Native beneficiaries.
Assist with project compliance and required reporting requirements of the program activities for the BIA ICWA contract for Akhiok & Larsen Bay. Provide updates to ICWA Representative, Tribal Councils, and ICWA Advisory Councils, and other reports as required.
Provide case management between KANA providers, OCS and Tribal partners of mutually shared clients.
Travel to small villages for direct services as needed.
Document case in case files and adhere to strict confidentiality
EDUCATION, CERTIFICATED, LICENSEE, REGISTRATION REQUIREMENTS
High School diploma or equivalent; Knowledge of interrelationships between state agencies and agencies of the Federal government in order to establish and maintain effective working relationships, including knowledge of the State Child Protection process; of the Indian Child Welfare Act Law (P.L. 95-608) and its provisions. Demonstrate knowledge of cultural and traditional tribal lifestyle of the community. Ability to work directly with families by utilizing social work techniques of interviewing, assessment of the problem, case-planning, and monitoring client progress/problems; ability to maintain client confidentiality and trust.
This position could be full time if serving as the ICWA Worker for both communities.
