USAID's Bureau for Humanitarian Assistance (USAID/BHA) is the lead federal coordinator for international disaster assistance. USAID/BHA provides and coordinates U.S. Government (USG) international humanitarian assistance to save lives, alleviate human suffering, and reduce the physical, social, and economic impact of rapid and slow-onset disasters by supporting at-risk populations to build stable foundations to withstand humanitarian shocks and stresses. Team Credence, through the Bureau for Humanitarian Assistance Support Contract (BHASC), provides operational and administrative support to provide and coordinate humanitarian assistance and maintain 24/7 response capability.

The Humanitarian Geographic Information Systems (GIS) Team Manager provides CAD, GIS and project coordination support for tasks performed in support of BHA teams by developing maps or documents pertaining to project deliverables. Tasks include but are not limited to maintenance of various GeoBase data layers, creation of new data layers, performing spatial analysis, collection/maintenance of GeoBase features. Project assignments will include field collection of data to support projects performed at multiple locations around the globe. Must be able to utilize ESRI ArcGIS to prepare data sources and maps in support of planning charrettes. Able to perform migration of CAD to GIS, various GeoBase functions, i.e., build data sets, perform QA/QC, develop queries, create maps, etc. in preparation of project deliverables. 

Responsibilities:

Provide support for mapping/geo-referencing and data visualization and analysis, in accordance with USAID data management policies, including: 

* Developing map products, including interactive and analytical maps to support USG policy and programmatic decision-making on humanitarian issues;
* Procuring commercial maps and those produced by partners;
* Disseminating maps in a variety of media and formats to customers within and outside the Agency, including USG staff, the humanitarian donor community, implementing partners, and the general public;
* Providing technical assistance on a variety of geographic information efforts;
* Providing visualizations (For example, complex datasets and relationships, multimedia visualizations, and animations);
* Providing pattern analysis and time-series data studies;
* Providing related training as required; and
* Managing a team of GIS specialists that provide services across the Bureau, and who serve on DARTs and RMTs as well as other field-based or Washington-based assignments as needed.

Qualifications:

* Education and Experience: BS 8+ Years, MS 6+, PhD 4+, or HS 12+ 
* Exceptional attention to detail 
* Excellent communications skills - written and verbal 
* Management or team leadership experience 
* US citizen with the ability to obtain and maintain Secret clearance.
* Lifting in excess of 25 lbs, standing for long periods of time, traveling across base regularly, transporting equipment, etc)
* Hybrid work environment (in-person with the ability to telework).

* Other Qualifications and Requirements 

Previous experience in developing GIS project deliverables. Able to perform field data collection activities requiring long durations of time. Able to travel for extended periods of time at project locations. Proficiency in using ESRI ArcGIS Software, AutoDesk Software, Adobe platforms, and Microsoft Office is desired. Strong written and verbal communication skills. Resourceful and self-motivated. GIS and GISP certifications required.

Full pay range for this position is $140,000.00 to $166,000.00 per year, with the starting wage determined based on candidate's knowledge, skills, experience, as well as budget availability.
