Responsibilities:
The client Work may include, but is not limited to, the following as assigned by client:
* The CAPPS Functional Payroll Consultant will perform highly advanced consultation and analysis of CAPPS Payroll. Evaluates business needs, analyzes processes and creates business cases for changes and process improvements. Identifies problems and proposes innovative solutions. Develops reporting and system requirements. Provides system expertise and functional support throughout the application development and application change processes, and agency deployment activities, including functional configuration set-ups. Develops test scenarios and test scripts, executes test scripts and records results using automated test tools. Communicates complex concepts clearly, accurately, and effectively both verbally and in writing. Works with PeopleSoft technical and functional resources effectively. Performs other duties as assigned.
* Oversees and/or participates in project coordination, planning, and scheduling; performs strategic analysis and planning; prepares charts, diagrams, and tables that depict the present and proposed systems in terms of costs, benefits derived, and processes accomplished. Provides internal and external training in areas of expertise.
* Provides system expertise and functional support throughout the application development and application change processes.
* Creates and/or maintains concise and accurate documentation in support of the CAPPS application and assist client with vendor deliverables.
* Performs all duties following client's processes, policies, and procedures within project scope and on schedule accordance with milestones, deliverables, and due dates.
* Performs all work in accordance with Information Technology Infrastructure Library (ITIL) principles and practices for IT activities such as IT service management (ITSM) and IT asset management (ITAM) that focus on aligning IT services with the needs of the business.
* Supports client's Software Development Lifecycle (SDLC) processes and procedures which may consist of, but is not limited to, the various phases as follows:
* Planning: Performs requirements planning activities to ensure requirements are captured which may include, but not be limited to:
* Performs planning activities, including identification of security and privacy controls.
* Requirements Analysis:Performs requirements analysis activities to ensure requirements are captured which may include, but not be limited to:
* Analyzes user requirements, procedures, and problems to automate processing and to improve existing functionality for implementations and production support, which includes reporting requirements.
* Assists with processes or systems analysis work, understanding business objectives and requirements, identifying risks and issues, and proposing innovative solutions for resolution.
* Evaluates business needs and analyzes processes for changes and process improvements.
* Reviews CAPPS and/or mainframe system capabilities, specifications, and scheduling limitations to determine if a requested program change is possible within CAPPS.
* Confers with personnel of organizational units involved to analyze current operational procedures, identify problems, and learn specific input and output requirements, such as forms of data input, how data is to be summarized, and formats for reports.
* Performs business or systems analysis using a defined methodology, which includes requirements analysis for software and/or infrastructure.
* Analyzes software fits/gaps and determines impact to business processes and CAPPS and/or mainframe functionality.
* Design: Performs design activities to ensure requirements have been met which may include, but not be limited to:
* Develops functional design documents for all required code modifications (enhancements and reports), writing detailed descriptions of user needs, program functions, and steps required to develop or modify computer programs.
* Performs configuration and prototyping based on direct interaction with designated agency personnel and in accordance with best practices.
* Creates and maintains 508/ADA documents for distribution.
* Build: Performs build activities to ensure requirements are captured which may include, but not be limited to:
* Configuration and prototyping.
* Design for software gap solutions.
* Test:Performs testing activities (i.e., Unit Integration; System; Accessibility, Performance; Regression; User Acceptance) to ensure requirements have been met which may include, but not be limited to:
* Reviews and validates system unit testing by the Managed Services provider, documenting results and defects for re-work.
* Develops, executes, validates and records test scenarios and test scripts, documenting results to ensure requirements are met.
* Creates and/or maintains accessibility documents for distribution.
* Performs User Acceptance Testing (UAT) prior to work units being deployed to production documenting results and defects for re-work.
* Deployment: Performs requirements deployment activities to ensure requirements are captured which may include, but not be limited to:
* Support deployment work unit releases to the production systems.
* Performs functional "go live" cutover activities across all involved areas including technical, security, Managed Services vendor, and customer agency.
* Provides advice, guidance, and cross-training to FM personnel as needed, regarding HR/Payroll modules prior to and during the deployment of technical and/or systems new functionality releases.
* Plans, designs, develops, implements, supports, and maintains the information technology security measures to safeguard system information.
* Performs other duties as assigned.
