Global Communities is seeking a General Coordinator/Project Director for an anticipated project. This two-year program will contribute to the food and nutritional security of vulnerable communities in the Moskitia and the Atlantic Coast of Honduras through environmentally sustainable, resilient, and culturally relevant solutions. 

The General Coordinator will ensure the achievement of results in the Moskitia subregion, considering its geographic and cultural characteristics, using human and material resources effectively and efficiently, and maintaining adequate coordination with national counterpart authorities and with other national and local authorities in the intervention areas. Responsibilities:

Field Implementation: 

* Develop sustainable activities by working with community-based organizations on program design, planning, implementation, coordination, communication, and reporting.  

* Foster an enabling environment by supporting program efforts to integrate multi-cultural and multi-ethnic skills building protocols into national and local guidelines and systems, supporting (as required) relevant ministries and other above-site stakeholders to achieve this goal.  

* Work with the program team and support units to organize field work across the different technical sectors of intervention including economic recovery and livelihoods, agriculture, food security and health, and institutional strengthening.  The General Coordinator will lead the development of field operational plans to ensure the achievement of established goals. 

* Oversee program implementation, ensuring accordance with the approved proposal and work plan. 

* Ensure that activities comply with minimum humanitarian standards and funder requirements. 

* Compile, develop and/or review program reports and other program deliverables or funder applications, ensuring that documents meet required quality standards 

* Anticipate, identify and assess potential risks that may affect activities and timelines and propose mitigation strategies to meet and/or revise established objectives. 

* Work with the monitoring and evaluation (M&E) team to review key findings, improve program implementation, and strengthen the feedback mechanism and quality assurance (QA) initiatives. 

* Perform other duties as required by immediate supervisor. 

Program management: 

* Supervise the program's technical staff to ensure compliance with Global Communities ethics policies. 

* Coordinate with the program's technical team to develop the annual implementation plan and the procurement plan. 

* Work as a team with the program support units of the Global Communities Honduras office in the areas of finance, human resources, procurement, and audit, ensuring that the operational guidelines, regulations, and policies of the organization are respected. 

* Identify and report non-compliance with institutional policies and procedures and coordinate with the supporting operational units to resolve any issues. 

* Oversee the program budget, program implementation plan, M&E plan and procurement plan, ensuring compliance with approved documents. 

* Develop program management tools and standard operating procedures (SOPs) as needed. 

* Provide capacity building support to program staff through training and mentoring as needed. 

* In close coordination with the Country Representative, manage the relationship with the funder. 

* Coordinate closely with the Program Support Team at headquarters, as needed. 

* Represent Global Communities and overall program interests as necessary and appropriate. 

* Build and maintain strong working relations with key internal and external stakeholders, beneficiaries, prime and subcontractors, suppliers, and partners. 

Qualifications:

* A university degree in agricultural engineering, agronomy, agribusiness, or a bachelor's degree in agriculture, agricultural economics, administrative sciences, sociology or other discipline relevant to the functions and responsibilities of the position. 

* Master's degree in agriculture, rural development, planning, territorial or local development, projects, finance, or administration. 

* At least ten (10) years of work experience in promoting, supporting or advising economic and social development processes in rural areas, agricultural or rural development programs, business development or territorial development projects in rural Honduras, with indigenous and/or afro-descendant peoples. 

* Verifiable experience as director, coordinator, chief, manager or other position representing the highest leadership role within the program or project with similar focus or scope to Component 5 of ComRural III in the Moskitia and/or Atlantic Coast in Honduras. History of achievement as director, coordinator, chief or manager is required. 

* Verifiable experience in management and/or administration of funds for subprojects, donations or investments directed to producers or communities in the rural area or environment. 

* Proven experience in managing business plans and community plans with producers or producer organizations in rural areas regardless of the source of funding. 

* Verifiable experience supporting food security or agribusiness initiatives with producers or producer organizations in rural areas. 

* Evidence of effective communication skills, both oral and written, to fulfill the diverse technical and managerial requirements of the agreement is desired. 

* Leadership and technical team management. 

* 100% proficiency in Spanish (spoken, reading and writing). Knowledge of the Miskito, Tawaka, Pech and/or Garífuna language will be an advantage, but is not required. 

* Ability to drive a 4*4 vehicle, with a valid driver's license is required. 

Additional competencies 

* Ability to articulate technical information clearly and effectively and adjust indicator selection and targets as part of adaptive programming. 

* Demonstrated ability to create and maintain effective working relationships with host country government personnel, stakeholders, NGO partners, and international donor agencies.  

* Management/supervisory experience is required. 

* Proven ability to communicate a common vision among diverse partners and the ability to lead multi-disciplinary teams is desired.  

* Ability to work in complex safety environments, under pressure and stressful conditions. 

* Technical report writing skills. 

* Immediate Availability. 

* Broad understanding of principled humanitarian action, particularly in sectors such as agriculture, economic recovery and market systems.
