The Fuels Manager is responsible for all aspects of fuel operations in support of the aviation mission and base life support services. This includes the receipt, storage, distribution, accountability, and quality assurance of JP-8 Aviation Fuel, Mogas (motor gasoline), and Diesel-2 Fuel for generators and ground vehicles. Additionally, the Fuels Manager is responsible for the operation and integrity of the base fuel farm and supervises expatriate, foreign and local national fuel teams. This leadership role ensures full compliance with OSHA, NFPA, and DoD fuel handling standards while coordinating with base operations, airfield management, and logistics teams to meet mission-critical fueling requirements.

Responsibilities:

This position description is subject to change at any time as needed to meet the requirements of the program or company.

* Lead and manage day-to-day fuel operations across the installation including aviation, ground vehicle, and generator fueling.
* Oversee the fuel farm, including bulk storage tanks, filtration systems, pipelines, and dispensing equipment.
* Ensure uninterrupted availability and supply of JP-8 for aircraft, and Mogas and Diesel to support vehicle and generator operations.
* Enforce strict safety, fire prevention, and environmental compliance in accordance with OSHA and NFPA regulations.
* Direct fuel quality surveillance and testing programs to guarantee clean, dry, on-spec fuel.
* Coordinate resupply and bulk delivery logistics in line with forecasted consumption and surge activity.
* Maintain accurate fuel inventory, consumption records, and reporting in accordance with U.S. Government contract requirements.
* Supervise and train a diverse workforce including expatriate, foreign, and local national fuel operators and technicians.
* Liaise with military and airfield stakeholders to align fuel operations with flight schedules and base requirements.
* Respond to fuel-related emergencies, including spill events and incident reporting.

Qualifications:

* Minimum Qualifications: 
* Minimum 8 years of experience in fuel logistics, including 3+ years in a leadership role.
* High school diploma required; technical training or vocational certification preferred.
* Experience with JP-8, Mogas, and Diesel Fuel in military or civilian aviation environments.
* Strong working knowledge of fuel farm operations, fuel quality assurance, and DoD fuel standards.
* Familiarity with OSHA, NFPA 30/407, and environmental fuel safety compliance.
* Prior experience supervising foreign and local national personnel.

* Preferred Experience:
* Prior Military POL or Fuels contracting experience.
* HAZMAT, OSHA 30, or API Fuel Handler certifications.

* Skills:
* Excellent leadership, organizational, and communication skills.

* Working Conditions:
* Must be capable of working in an extreme weather conditions with temperatures exceeding 120 degrees Fahrenheit.
* Indoor and/or outdoor environment with very adverse and harsh conditions (i.e., hot, dry, dusty, desert environment with average temperatures of 30 degrees in the winter and 130 degrees in the summer months).
* Includes some industrial production environment conditions as well.

*  Physical Requirements:
* Light work. Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated for light work.
* Work may require heavy lifting, stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where a potential could exist for exposure to physical, chemical, or biological agents.
* Employee use of personal protective equipment (PPE) is required for some situations. PPE includes, but is not limited to, head, foot, torso, respiratory, vision, and hearing protective devices.
* Must comply with all Fire and Safety Regulations and post policies.
