We are actively seeking an experienced Finance Manager who will be primarily responsible for supporting Air Force Life Cycle Management Center (AFLCMC)/LP at Wright-Patterson Air Force Base, Ohio. The AFLCMC Propulsion Directorate, AFLCMC/LP, has the collective Air Force Materiel Command (AFMC) mission responsibility for developing, acquiring, testing, fielding, sustaining and modernizing leading edge propulsion systems through the life cycle management for the United States (US) war-fighter and international partners. In order to meet current and projected workload requirements in support of propulsion, the Government must augment its organic (military and civil service) capabilities at AFLCMC/LP with Advisory and Assistance Services (A&AS) support. AFLCMC/LP is headquartered at Tinker Air Force Base (TAFB) with units located at Wright Patterson Air Force Base (WPAFB). The LP Directorate is currently comprised of three Divisions: Propulsion Acquisition Division (AFLCMC/LPA), Propulsion Sustainment Division (AFLCMC/LPS), and Propulsion Integration Division (AFLCMC/LPZ). As part of AFLCMC, the Propulsion Directorate was created to re-establish the vital, United States Air Force (USAF)-wide management of propulsion engines across the enterprise. Responsibilities: * Access financial and proprietary information, information affected by the Privacy Act of 1974, and information used for competitive solicitations requiring the Contractor to sign an NDA. * Assist the Government task managers in daily financial administration. * Provide meeting support by independently developing briefing slides, charts and other products using MS Office products and collaborating with the USAF. * Provide recommendations as to appropriate courses of action to be taken during discussions on fiscal requirements. * Advise and assist in conducting proposal preparation, evaluation, and discussion activities in a non-decision making role as an advisor (not including A&AS contracts or TOs). * Analyze and review proposals and assist in preparing and finalizing these proposals. * Provide recommendations and historical data for financial aspects of the proposals. * Execute all activities associated with the receipt of collaborator funding and the establishment, execution, tracking, and reporting of reimbursable budget authority. * Manage the system to assure all man-hours are accounted for and billed appropriately. * Assist the Government task managers in monitoring financial execution to ensure the Contractor and task managers are in coordination with deliverable timelines. * Perform routine administrative duties such as filing, research, coordination, attend internal meetings, and providing financial management support to the COR and task managers within the scope of the outlined duties. * Assist the Government in developing and executing agreements and proposal document control/filing system. * Assist with AFLCMC civilian pay budget execution, tracking, reporting, and associated accounting system adjustments. Qualifications: * Secret clearance or ability to obtain a Secret Clearance * MA/MS and ten (10) years of experience required or, * BA/BS degree and twelve (12) years of experience or, * Fifteen (15) years of directly related experience * Knowledge and experience in financial management support to assist the USAF in meeting guidance in the FAR, United States Code Title 10, DoD Financial Management Regulations, AFI 65-601, and other applicable documents and regulations, systems and guides. Knowledge and experience required includes USAF accounting systems, AF financial systems (e.g. CCaR), reimbursable budget authority, reimbursable accounting processes, cost accounting, cost reporting, and pricing analysis * Knowledge and experience also includes DoD and USAF policy and guidance; development and preparation of unique concepts, plans, roadmaps, and schedules; implementation of support contracts; and development and preparation of financial documentation, briefing assistance, meeting support, and other related support as required
