Overview:
Are you a strategic thinker with a passion for crafting compelling proposals? Colliers Engineering & Design is looking for an experienced and driven Federal Proposal Specialist to take the lead in developing persuasive, client-focused proposals for federal government contracts.
In this pivotal role, you'll leverage your expertise in the federal procurement process-including SF 330 submissions-to produce high-impact proposals that stand out in a competitive marketplace. Exceptional writing skills, attention to detail, and a collaborative mindset are key to your success in this role.
Please note that for this role, we are specifically looking for individuals who can work on-site from one of our office locations within the Eastern Time (EST) zone. This ensures alignment with team operations and supports effective communication across departments.
Responsibilities:
* Lead the full lifecycle of federal proposal development, from reviewing solicitation requirements to final submission.
* Collaborate with subject matter experts, technical staff, and leadership to gather information and develop winning proposal content.
* Coordinate with external partners on Joint Venture (J/V) or teaming proposal submissions, ensuring alignment of roles, responsibilities, and documentation.
* Research prospective clients, competitors, and federal agency trends to support tailored, strategic proposal responses.
* Maintain and continuously improve proposal templates, response libraries, and internal best practices documentation.
* Manage multiple proposals simultaneously, ensuring all deadlines, compliance requirements, and quality standards are met.
* Coordinate and lead internal and external proposal review meetings, managing feedback and final revisions.
* Analyze win/loss outcomes and metrics to enhance proposal effectiveness and refine processes.
* Stay current on federal acquisition regulations, trends, and proposal development best practices.
Qualifications:
* Minimum of 5 years of experience in proposal development, specifically for federal government clients.
* Proficiency with SF 330 proposal preparation and submission.
* Experience working with Joint Venture (J/V) partners and external teaming arrangements.
* Excellent written and verbal communication skills, including advanced editing and proofreading abilities.
* Strong research and analytical skills with the ability to understand technical content and tailor messaging.
* Demonstrated project management skills, with the ability to meet tight deadlines and manage shifting priorities.
* Experience coordinating cross-functional teams and working in a fast-paced environment.
* Solid understanding of the federal procurement life-cycle, regulations (e.g., FAR), and compliance standards.
* Knowledge of business development and capture planning strategies.
* High attention to detail, organizational excellence, and strong interpersonal skills.
* Ability to read, write and understand English for purposes of comprehending written job-related communications and verbal instructions and interactions.
