Job Summary:
The Estimating Engineer assists the Estimating Department in the development of accurate, timely and detailed cost estimates on large, complex heavy civil and mechanical construction projects for bid-build, design-build, CM/GC, PPP and Engineer, Procure and Construct (EPC) projects. The Estimating Engineer supports delivery of properly organized estimates, budgets, and schedules, including managing Skanska's risk. The Estimating Engineer will be responsible for independently determining accurate quantity surveys, preparation of subcontractor and vendor work scopes and quote analyses. The Estimating Engineer must be able to meet critical deadlines and have the ability to work independently and as part of a team.
Duties and Responsibilities:
* Demonstrate commitment to an Injury-Free Environment and Skanska Safety and Health
* Management Program, including the ability to independently stop work for a safety violation or suspected safely violation
* Aid in developing full-scope cost estimates based on proposal documentation on a variety of bid build, design build and EPC projects for various public and private clients
* Interpret and analyze project drawings and technical specifications, proposals and other documentation
* Responsible for the assisting in the preparation and documentation of project estimate using
* HCSS estimating software, following estimating policy and procedures
* Assist in the preparation of detailed, comprehensive subcontractor and vendor work scopes
* Solicit subcontractor and vendor quotations
* Independently analyze and compare subcontractor and vendor quotations. Liaise with subcontractors and vendors for clarification of issues and scope
* Independently perform research for means and methods, materials, costs and construction techniques and services
* Perform site visits on pursuits and ongoing projects, attend industry trade and outreach events as directed by manager
* Perform accurate quantity take-offs o Independently using best practices to produce an accurate estimate of labor, material, equipment, subcontractors and general conditions
* Distribute bid documents including addenda and clarifications if coordinating a project o Attend pre-bid meeting/walk-thru o Consolidate and ask questions during bid stage o Participate in bid review meetings
* Follow-up with vendors and subcontractors to make sure there is adequate coverage of bid items
* Work closely with the Estimator, Lead and/or Senior Estimator
* Complete all required Estimating Department and Skanska training

Education and Experience:
Required Qualifications:
* Bachelor's Degree - Engineering, Construction Management or equivalent experience.
* Requires broad theoretical job knowledge typically obtained through advanced education.
Preferred Qualifications:
* 2+ years prior relevant experience.
* Proficiency with MS Office products: Word, Excel, PowerPoint
* Working knowledge of Estimating/Engineering software: HCSS Heavy Bid, AutoCAD, OnScreenTakeoff or similar
* Ability to read and understand drawings and technical specifications
* Ability to define problems, establish facts, draw valid conclusions and present solutions
* Effective written and verbal communication skills
* Good attention to detail and the ability to recognize discrepancies
* Strong math and problem solving skills
* Ability to meet critical deadlines
* Good time management skills and organizational skills

Competencies / Skills:
Has a basic understanding of:
Contract Awareness : Reviews the client's prime contract as well as subcontracts and vendor agreements to ensure contract requirements are satisfied.
Plans and Specifications - Estimating: Reads and interprets construction plans and the technical specifications that enable the ability to perform estimating duties.
Quantification - Estimating: Identifies and quantifies construction elements, materials, and temporary works for elements of a project using design documents. Organizes quantity takeoffs for ease of review and pricing.
Has limited understanding of:
Logistical Planning - Estimating: Develops, approves, and communicates construction logistics plans (e.g., access, staging, traffic handling, third party coordination, work rules), ensuring there is an appropriate transfer to the appropriate stakeholder.
Subcontractor / Supplier Selection Process: Prepares scopes of work for subcontractor/supplier, develops bid packages, conducts analysis interviews and comparisons, selects and negotiates with subcontractor/supplier and prepares contract. Partners with operations to implement project procurement plans.
Travel Requirements: Less than 10%
Work Environment/Conditions: This job is performed both in the office and in the field on an active construction site. Field work requires experience and confidence working in and around heavy industrial equipment and systems, which includes average to loud noises, ability to traverse uneven grounds, and possible outdoor weather conditions. Vision requires the capacity for close and far vision, the ability to adjust focus, depth perception and peripheral vision. Activities and responsibilities require frequent sitting (often working on a computer), frequent driving, flying, walking, standing, light lifting, bending, and reaching. Due to computer usage, there may be repetitive motions of the hands and wrists.
