Overview:
The Environmental Manager is a mid-level EH&S position with a minimum of 5 years of experience. The individual starting in this role is typically experienced and well versed in the environmental compliance manager or environmental coordinator role on a Sound Transit or Washington State Department of Transportation (WSDOT) project. The Environmental Manager shall have experience managing environmental design and construction compliance issues on projects. Within those 5 years, 3 years shall be specific to linear transportation projects with Federal and/or State-level fish passage elements and in-water work within the Pacific Northwest region. The Environmental Manager will be part of the EH&S team and will report to a Project Manager, Environmental Director, EH&S Manager or EH&S Director. Provide environmental compliance support and sustainability tracking including technical assistance to project teams. The Environmental Manager shall be an excellent role model for Skanska and subcontractor personnel, will work with consultants and lead environmental meetings. Support project teams in identifying and providing solutions for construction environmental compliance and environmental hazards. The Environmental Manager must be a flexible and adaptable team player, have strong communication and client service skills.
Responsibilities:

* Engage in the deployment and execution of the Environmental Compliance Plan with project operations.
* Engage with our clients and resource agencies
* Lead environmental meetings and participate in project meetings as requested by Project teams
* Participate in weekly toolbox meetings focusing on environmental compliance and TESC
* Conduct environmental compliance inspections and coordinate with project teams to address identified corrective actions.
* Assist in environmental incident investigations and monthly reporting
* Assist project teams in determining and/or maintaining compliance with all environmental standards.

Education and Experience:
Required Qualifications:
* Bachelor's Degree - Construction Management, Environmental Engineering, Environmental Science or Environmental Studies or closely related field and a minimum of 5 years of relevant experience.
* Experience: 5 years managing environmental design and construction compliance issues on projects. Within those 5 years, 3 years shall be specific to linear transportation projects with Federal and/or State-level fish passage elements and in-water work within the Pacific Northwest region
* Advance knowledge of job area typically obtained through advanced education combined with experience
* Practical knowledge of project management.
Preferred Qualifications:
* Certifications: Certified Erosion and Sediment Control Lead (CESCL) as recognized by the Washington State Department of Ecology (Ecology), or be a Certified Professional in Erosion and Sediment Control (CPESC)
* Knowledge of local/state/federal laws and regulations, including but not limited to: National Environmental Policy Act (NEPA), Occupational Safety and Health Administration (OSHA), Clean Water Act, Endangered Species Act, Washington Department of Fish and Wildlife, and Washington State Department of Ecology.
* Understanding means of compliance with various resource agency permits
* Ability to manage Environmental Consultants or Subcontractors
* Ability to understand and interpret construction documents, permit requirements and more specifically WSDOT Plans and Specifications, SWPPP and TESC Forms, and Recordkeeping
* Demonstrated planning, organizational, and problem-solving skills.
* Ability to prepare written reports in a clear and concise manner.
* Experience: Providing environmental awareness training and orientations to project personnel
* Experience: Collecting field samples of stormwater for pH, turbidity, Dissolved Oxygen and non-visible pollutants
* Experience: Coordination with analytical laboratories, completing Chain of Custodies (CoCs) and understanding analytical results
* General understanding of environmental issues related to biological, cultural and paleontological resources, hazards, land use, asbestos, lead, noise and vibration.
* Experience with hazardous materials and soil and groundwater contamination.
* Experience with Fugitive Dust Control Plans and other applicable Clean Air Agency Rules
* Experience with Storm Water Pollution Prevention Plans (SWPPPs) and storm water Best Management Practices (BMPs).

* Compliance Inspections: Conducts compliance inspections to ensure hazardous conditions or at-risk behaviors are identified and corrected and that project teams are following EHS policy and procedures. Implements and maintains corrective actions to remediate non-compliance.
* EHS Performance Indicators: Maintains, tracks and trends all leading and lagging indicators and provides environmental, health and safety (EHS) statistics necessary for submitting reports and communicating performance to all affected groups.
* EHS Regulations: Keeps current on all EH&S regulations and utilizes all federal, state and local requirements, industry standards and governing regulations to provide guidance and effectively communicate changes to affected groups
* EHS Tools and Technology (USB 0,2, USC 0,1): Utilizes digital platforms, tools and systems for tracking and trending EH&S metrics, creating EHS plans and report documentation
* EHS Training: Develops, implements and delivers training to field operations employees about Skanska's EHS programs, policies and procedures as well as local and federal requirements and regulations.
* Incident Management - Project-level: Conducts and/or manages incident investigations ensuring that accidents involving personal injury, property damage, environmental impacts, etc. are thoroughly investigated, analyzed, and documented.
* ISO Standards (SHEMS): Implements and communicates the requirements of
* Skanska's Safety, Health and Environmental Management System (SHEMS) and ensure conformance to the ISO 14001 and ISO 45001 Standards.
* Plans and Specifications - EHS: Reads and interprets client/owner specifications and EH&S requirements. Outlines and makes recommendations to ensure compliance with all EHS regulations and standards, Skanska policies and all applicable federal, state, and local laws.
* Recordkeeping: Receives, tracks and maintains all EH&S related documentation (Incident reports, training records, monitoring and calibration records, SHEMS documentation, etc.)
* Risk Management: Identifies potential risks related to operations, specifications, scope, and project execution. Develops plans and strategies to mitigate risk throughout the life cycle of a project.
Has a basic understanding of:
Building and Construction Knowledge - EHS : Applies building and construction knowledge to properly assess all EH&S risks and exposures during all phases of the project progression.
Travel Requirements: Less than 10%
Work Environment/Conditions: This job is performed both in the office and in the field on an active construction site. Field work requires experience and confidence working in and around heavy industrial equipment and systems, which includes average to loud noises, ability to traverse uneven grounds, and possible outdoor weather conditions.
