				Overview:

***This position is physically located in the Marshall Islands in support of LOGCAP***

Responsible for the overall leadership, management, administration, and training of the Program's Installation Operations Directorate, consisting of Security Services (including Residential and Range Security), LOGCAP V Operations, Fire Services, Emergency Dispatch and Emergency Medical Services (EMS). Responsible for the welfare and training of assigned personnel, as well as the management of the directorate's overall budget and all assigned property and materials. Responsible for ensuring assigned personnel, including any applicable Subcontract labor, perform duties and responsibilities IAW all applicable directives, regulatory guidance, and policies, including those of the Host Nation, and all Program contractual requirements.

Responsibilities:

This position description is subject to change at any time as needed to meet the requirements of the program or company.

* Serves as primary Point of Contact (POC) for Program IO Directorate requirements and operations.
* Serves as primary interface between the Command Group, S-2, Department of Emergency Services (DES), and Provost Marshall in all security and emergency services-related situations.
* Responsible for managing force protection issues on all supported Camps and operational locations within host nation. Has responsibility for the overall effective and efficient execution of force protection mission tasks in support of Customer and contract requirements.
* Communicates with the Customer daily to ensure expectations are clearly understood and met or exceeded.
* Responsible for the development, training, oversight, and management of the all aspects of the IO Directorate.
* Provides information, consultation, and support to all levels of Management on IO issues, as well as planning and staff development.
* Manages Subcontract labor as applicable in performance of the IO mission, ensuring they are fully integrated into Program and Customer operational requirements.
* Interfaces with the Government Lead Contracting Officer Representative(es) (LCORs) or other CORs as required on contractual matters and issues regarding compliance with the IO Performance Work Statement (PWS) and Program/Directorate budgetary requirements.
* Develops, implements, monitors, and controls annual budget for the IO Directorate. Serves as Earned Value Management System (EVMS) Control Account Manager (CAM) for EV management and reporting requirements.
* Overall responsible for submission of reports and operational metrics, contract deliverables (CDRLs), and the development of plans, policies, operating procedures, and other Programs documentation as required.
* Supervises and provides training opportunities to all IO staff in support of succession planning.
* Participates in process improvement and quality review activities.
* Develops and supports achievement of performance metrics for IO activities.
* Supports the attainment of performance metrics by enforcing standards, Team building, and mentoring.
* Ensures compliance with applicable Environmental, Safety, and Health (ESH) policies and procedures.
* Implements and maintains a safe workplace program, ensuring safety is the highest priority.
* Ensures that all subordinate employees are trained and understand Program and Company ESH and Quality Assurance (QA) requirements, standards, and goals.
* Maintains documentation as necessary to achieve requirements.
* Works to achieve Program and Company goals and contractual commitments.
* Interfaces with other Company Managers and Program staff, as required. Participates in mandatory Program or Corporate Leadership meetings as directed.
* Handles confidential matters (personnel actions, management reports, etc.) IAW Corporate policies.
* Communicates professionally, both orally and in writing.
* Performs other duties as assigned.

Qualifications:

* Minimum Qualifications: Education/Certifications: One year related experience may be substituted for one year of education, if degree is required.
* Bachelor's Degree in Criminal Justice, Management, Business, or related field.

* Experience:
* 12 years of experience in directing installation-level Security, Fire, and Emergency Services operations on military installations.

* Clearance:
* Must be able to obtain and maintain valid Secret Clearance

* Skills:
* Superior Leadership and Communication Skills
* Expertise in developing and writing SOP's, Policies and Procedures
* Excellent speaking and writing ability
* Ability to interact with client and senior leadership

* Supervisory Responsibilities:
* Directs and Oversees all Major functions and departments for Emergency Services.

* Working Conditions:
* Must be capable of working in an extreme weather conditions with temperatures exceeding 120 degrees Fahrenheit. Indoor and/or outdoor environment with very adverse and harsh conditions (i.e., hot, dry, dusty, desert environment with average temperatures of 30 degrees in the winter and 130 degrees in the summer months).
* Includes some industrial production environment conditions as well.

* Physical Requirements:
* Light work. Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
* Work may require heavy lifting, stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where a potential could exist for exposure to physical, chemical, or biological agents.
* Employee use of personal protective equipment (PPE) is required for some situations. PPE includes, but is not limited to, head, foot, torso, respiratory, vision, and hearing protective devices.
* Must comply with all Fire and Safety Regulations and post policies.
